The Richmond Behavioral Health Authority is seeking a Utilization Management Supervisor l/ll to join our Regional Programs team! The successful candiate will perform difficult professional and administrative work coordinating supervising and monitoring utilization of assigned Region 4 Programs including but not limited to Regional Acute Care Project funds and SUD Diversion. Supervises the work of staff within assigned programs ensures the quality of program services coordinates services with other divisions and community partners collects and analyzes data participates in discharge planning maintains records and files prepares reports and related work as apparent or assigned. Work is performed under the general direction of the assigned Regional Programs Manager. Supervision is exercised over subordinate personnel. Essential Functions - Travels to various Acute Care facilities to conduct comprehensive medical and psychiatric reviews for Region 4 hospitalized clients; performs intakes client assessments and diagnostic interviews. Conducts face-to-face interviews with individual clients as requested and offers recommendations.
- Ensures appropriate utilization of care and tracking of clients who are hospitalized and using Region 4 Acute Care Project funds.
- Ensures communication between local inpatient hospitals providing care and the Community Services Board case management staff.
- Maintains a daily log of all consumers seen and time assigned to their individual case; assists team members as needed with monthly statistics daily census monitoring encumbered and expended funds program SOP etc.
- Coordinates meetings to discuss client/program/staff concerns or changes; consults with teams and committees in the planning and development of treatment and discharge plans.
- Reviews collects and prepares medical records for review; provides clinically sound updates on client progress.
- Prepares and coordinates reviews for Acute Care Project cases that require funding extensions and requests for transfers.
- Prepares and distributes committee agendas; maintains records of committee findings and decisions; provides appropriate follow-up of their decisions and findings with the treating hospital and Community Service Board.
- Supports preparation of reports related to the Acute Care Project including cost estimates and reports outlining Regional Utilization Management activity including narrative and statistical summaries.
- Supports contract review and renewal process including maintenance and distribution of per diem rate list to appropriate partners.
- Supports activities related to Acute Census Management at Central State Hospital including census management meeting participation as indicated.
- Supervises clinical and case management activities of the SUD Diversion Liaison; ensures health safety and welfare of clients; plans organizes directs and supervises assigned staff; supervises crisis interventions.
- Sets program priorities; monitors and evaluates service delivery in accordance with established guidelines and principles; develops and enforces program policies and procedures.
- Assists in the recruitment and selection of program personnel; assigns directs trains and inspects the work of staff; disciplines coaches counsels and evaluates staff performance; recommends suspensions and termination; develops staff schedules and approves leave.
- Conducts meetings to discuss client/program/staff concerns or changes; consults with teams and committees in the planning and development of treatment and discharge plans; coordinates admissions and discharges of clients.
- Monitors and audits clinical and medical records and practices for compliance with regulatory reimbursement and agency standards; reviews documentation for accuracy.
- Consults and coordinates treatment with other service providers and client support system.
- Conducts community outreach presentations to local community partners and other service providers.
- Reviews tracks and analyzes reports; prepares and submits reports.
- Manages program budgets; reviews accuracy of program and contract billing; reviews service activity logs; submits payroll/timesheets to Finance.
- Prepares and distributes correspondence to staff to improve communication and shares important announcements deadlines changes etc.
- Serves on a variety of committees as directed; attends and participates in a variety of meetings.
- Attends professional conferences and trainings as required.
