Job Goal:
To coordinate and supervise the implementation of the entire early learning program of St. Landry Parish in accordance with established local state and federal agencies. This position oversees the St. Landry Early Childhood Community Network as the Lead Agency administrator. This position also provides oversight for LA 4/Title I Pre-K programs in reading math and language arts.
Qualifications (minimum education licensure skills and/or experience):
- Masters degree from an accredited institution of higher learning.
- Louisiana Certification with Administration Certification as a Parish or City School Supervisor of Instruction and/or Educational Leader Endorsement.
- Five years of successful teaching experience or five years of successful administrative or management experience (in a position which requires a teaching certificate.)
- Knowledge in early childhood instructional and assessment methodologies.
Essential Duties and Responsibilities:
- Develop and implement an effective planning process for Early Childhood programs including budgeting and staffing requirements.
- Supervise the development organization implementation coordination and evaluation of all new and existing early childhood programs and initiatives.
- Ensure compliance with all state and federal mandates.
- Participate in mandated federal state district trainings/ conferences for early childhood programs.
- Participate in required conference calls attend required meetings and complete and return all forms reports proposals budgets evaluations etc. by required dates including any reports required by the Louisiana Department of Education and district relative to early childhood programs and initiatives.
- Coordinate curriculum development and revisions; keep abreast of new developments by serving on state regional or national committees membership in professional organizations and attendance at conferences; disseminate information gained to teachers of the Early Childhood program.
- Implement reading math and language arts programs in keeping with federal programs guidelines.
- Preview and assist in the evaluation of new instructional materials; help in the selection and purchase of materials suitable for Early Childhood programs.
- Provide for continual monitoring and evaluation of all Early Childhood centers making appropriate adjustments to insure an optimum level of service and adherence to budget.
- Observe teachers in their classrooms and offer insight for the enhancement of the teaching-learning situation pertaining to matters of curriculum and instruction.
- Work with certified CLASS observers to plan and implement CLASS observations as directed.
- Supervise the implementation and documentation of Early Childhood Grants (LA4 8g Early Childhood Community Network) and any other grants obtained through the parish. Ensure appropriate fulfillment of awarded grant requirements in collaboration with Director of Federal Programs and district finance staff.
- Develop and maintain rapport with other community agencies to ensure effective coordination of preschool and early childhood education programs within the community.
- Work effectively with referral agencies and staff both in and out of the school setting.
- Prepare reports and statistical data related to program.
- Monitor and ensure the operation of all electronic databases for the early childhood program (e.g. Early Childhood portal TS Gold LA 4 portal GEMS etc.)
- Perform other job-related duties as assigned.
Additional Duties:
May serve at the direction of the Superintendent as a Principal Supervisor with the following responsibilities:
- Evaluating and coaching the principal or facilitator of the school(s) or site(s) to which they are assigned.
- Conducting weekly visits to provide coaching and/or support to principals and/or facilitators.
- Address stakeholder matters and/or concerns relative to each school or site before being filtered to the respective district staff/department and/or the superintendent.
May serve at the direction of the Superintendent as a Zone Leader with the following responsibilities:
- Serve as a member of the Superintendents Leadership Team.
- Assist in the development of objectives for the Division of Curriculum Instruction and Assessment consistent with the stated goals of the School Board and Superintendent.
- Advise and assist principals on School Improvement and application of Effective School Research at the building site.
- Conduct field observations in assigned schools to support school-based leaders in instructional practices and approve school-based leader SLTs; attend PLC meetings to support instruction.
- Observe feedback on classroom practices and act as a liaison with teachers in other schools and with central office administration and personnel.
- Communicate through developing newsletters bulletins manuals and handbooks.
- Encourage the teaching of developmentally appropriate practices.
- Make recommendations on matters of curriculum equality resource and instructional equity monitoring of school and student data.
- Coordinate elementary middle and high school staffing in consultation with the School Superintendent.
- Identify critical and emerging issues of curriculum and instruction and recommend course(s) of action superiors.
- Identify staff development in-service or training needs.
- Demonstrate expertise in interviewing evaluating and recommending applicants through the Human Resources Department.
- Serve as a resource to teachers principals and other instructional personnel and the general public regarding programs of curriculum and instruction and related educational services for elementary or middle or high/alternative school levels.
- Provide input on policies and procedures affecting elementary or middle or high/alternative schools and/or facilities programs.
- Facilitate the provision of various pupil support services such as transfers race relations discipline hearings and suspensions.
- Carry out supervisory responsibilities in accordance with the organizations policies and applicable laws.
Supervisors shall be expected to perform the following duties along with the completion of corresponding documents forms and reports.
Self-Evaluation
- Complete a self-evaluation and document the results on appropriate written forms.
Professional Growth Plan
- Develop a Professional Growth Plan in collaboration with the evaluation.
Supervision
- Supervise Principals Assistant Principals and other employees reporting to the specific Supervisor position.
- Complete and/or assist in the preparation/implementation of employee pre and post observations evaluations Intensive Assistance Plans and other associated tasks and monitoring.
Instructional Components
- Fulfill duties traditionally expected of those in supervisory positions.
- Collaborate with those providing and overseeing school-based instruction as well as professionals providing ancillary services.
- Review draft study recommend and implement policies curriculum and plans to improve the quality of instruction.
- Conduct school/class walk throughs.
- Participate in Instructional Leadership Team meetings.
Non-instructional Components
- Attend meetings generally associated with the instruction of students.

- Participate in the preparation of necessary disciplinary documents and corresponding disciplinary process.
Physical Demands:
- Frequent travel within the district and occasionally outside the district for meetings site visits and events.
- Prolonged periods of both standing and sitting during meetings presentations and administrative tasks.
- Extended periods of time using a computer for data analysis report generation and communication.
- Occasional lifting or carrying of materials such as paperwork laptops or other office-related items.
Terms of Employment: 12 month (1.55 index)
Evaluation: Performance of this job will be evaluated in accordance with provisions of the Boards policy on Evaluation of Professional Personnel (Bulletin 130).
