Serving approximately 8000 individuals each year YWCA SHR is a source of strength courage and empowerment for women and families facing crisis. We are a community catalyst for meaningful change and the advocate for shaping vital impact through quality services responding to the critical needs of survivors of sexual violence and domestic violence. YWCA SHR works across racial gender religious and social lines with organizations-partners in all sectors to educate about disparities advocate for change and provide resources and tools to dismantle oppressive systems.


YWCA SHR is in the midst of a rapid transformation from a well-established direct service provider for women and families facing crisis to an organization working at the intersection of eliminating racism empowering women and standing up for social justice helping families and strengthening our community.


About the Position

Under general supervision of the Chief Executive Officer (CEO) the Chief Impact & Operations Officer (CIOO) is a key executive leader responsible for aligning YWCA South Hampton Roads operational infrastructure with its mission to eliminate racism empower women and promote peace justice freedom and dignity for all. This role integrates strategic program leadership with internal operations ensuring mission-driven excellence organizational efficiency and measurable community impact.

As second-in-command the CIOO partners closely with the CEO and executive team to build systems scale innovation and steward a trauma-informed equity-centered workplace culture. The CIOO is responsible for all programmatic portfoliosincluding domestic violence housing racial equity and economic empowermentas well as operational leadership in areas such as staff development compliance facilities contracts and data evaluation.


ESSENTIAL DUTIES

Demonstrated experience in applying effective leadership principles; expertise in the areas of interpersonal relations planning collaboration issue analysis risk management operational effectiveness principles and decision-making tools.

The essential functions include but are not limited to the following:


STRATEGIC LEADERSHIP

  • Serve as a thought partner to the CEO in translating vision into actionable strategies across programs and operations.
  • Lead strategic planning impact measurement and organizational performance tracking.
  • Foster cross-functional collaboration and alignment to ensure cohesive mission execution.
  • Develop and lead association-wide program strategy.

PROGRAM OVERSIGHT

  • Direct all YWCA SHR programs with a focus on outcomes trauma-informed practice and community relevance.
  • Support program directors in developing evaluating and scaling services in alignment with funding and client needs.
  • Ensure services are evidence-informed culturally responsive and compliant with regulatory and contractual requirements.

OPERATIONAL MANAGEMENT

  • Oversee daily operations systems development and internal infrastructure to ensure sustainable growth.
  • Lead operational budgeting in partnership with the Finance Team and manage risk mitigation strategies.
  • Monitor monthly financial reports to ensure revenue targets are met and expenses are controlled.
  • Monitor grant budgets and spending to ensure minimal de-obligation of grant funds.
  • Monitor grant objectives and outcomes and ensure completion of grant outcomes as outlined in grant applications.
  • Take action to improve performance and financial goals.
  • Supervise facilities IT and administrative systems that support program delivery and staff well-being.

PEOPLE & CULTURE

  • Cultivate a values-driven inclusive and high-performance organizational culture.
  • Mentor and supervise directors fostering professional development and accountability.
  • Champion anti-racism trauma-informed practices and staff wellness across all levels of the organization.

EVALUATION & IMPACT

  • Lead the development of organizational dashboards and metrics for internal and external reporting.
  • Ensure timely and accurate data collection analysis and storytelling to communicate YWCAs impact.
  • Collaborate with development and communications teams to highlight program success and innovation.

QUALIFICATIONS

Minimum Requirements

Education and Experience

  • Masters degree in Counseling Social Work Business Public Administration or related field (or equivalent experience).
  • Minimum of 10 years in senior leadership roles in nonprofit social impact or human services organizations.
  • Proven experience leading both operations and programs at scale.
  • Demonstrated commitment to racial and gender equity anti-oppression and trauma-informed practices.
  • Exceptional organizational communication and leadership skills.
  • Experience managing cross-functional teams budgets over $4M and strategic initiatives.
  • Familiarity with grant compliance data systems (e.g. Every Action Paylocity) and outcome evaluation.

  • Must complete the training programs of YWCA SHR
  • Must complete a successful background check

  • Ability to collaborate with groups and individuals from diverse backgrounds
  • Ability to work effectively with community board and team members to implement racial justice and gender equity strategies
  • Proficient in the use of Microsoft Word PowerPoint Excel and social media platforms
  • Must have an excellent driving record and have a valid drivers license; certificate of insurance from an insurance carrier licensed in the State of Virginia
  • Travel is required and access to reliable transportation is essential

WORKING CONDITIONS: Work is performed in a typical office environment with a high standard of confidentiality. A typical work week is M-F 9:00am-5:00pm. Frequent travel between multiple YWCA sites in Hampton Roads is required.


SUPERVISORY RESPONSIBILITIES: This position is responsible for the oversight of all Directors Managers and the Strategic Initiatives Team. This includes general coaching and mentoring goal creation and tracking timesheet review new staff onboarding performance reviews and training as necessary.

COMPENSATION: This position offers a hiring range of $00 that is based on experience and a full benefits packet to include health vision and dental insurance 17 paid holidays vacation sick leave retirement and other benefits.
