Core Responsibilities:

As a Contract Manager within DCM you will assist in overseeing invoice processing for division and the Department. This position is responsible for assisting in the development and implementation of new and revised policies business practices and procedures as it relates to invoice processing. The position collaborates with program managers as well as program fiscal officers. The overall goal is to ensure that invoice-related paperwork is timely accurate and flowing smoothly through department processes.

This position will interact with DHHS program management and the DHHS Financial Service Center staff on a regular basis. The successful candidate must have strong communication and technical writing/editing skills proficiency in Microsoft Word and Excel be organized and have prior experience working with contracts. DCM is a support unit with a team atmosphere that experiences peak high-paced periods throughout the year.

Minimum Qualifications:

An eight (8) year combination of education and/or professional experience in social services or program management with experience in the early care and education system and/or childrens mental health system.

The background of well-qualified candidates will demonstrate the following competencies:

1. Experience with contracts and invoice payments.
a. A proven ability to monitor invoices for compliance identifying and tracking to funding sources assisting with payment discrepancy resolution as necessary. And analyzing expenditures against contract budgets utilizing complex coding.
2. Prior experience and/or education which demonstrate knowledge of procurement policies and procedures.
3. Ability to coordinate and organize work and to provide guidance to others while providing high quality customer service effectively to both internal and external customers.

The Department of Health and Human Services (DHHS) is dedicated to promoting health safety resilience and opportunity for Maine people. The Department provides health and social services to approximately a third of the States population including children families older Mainers and individuals with disabilities mental illness and substance use disorders. The Department also promotes public health operates two state psychiatric hospitals and provides oversight to health care providers.

The DHHS Division of Contract Management (DCM) provides financial and programmatic accountability for 1500 DHHS contracts and oversees the procurement process for the Department. These positions are located in Augusta.

DCM coordinates the preparation of contracts and RFPs (Request for Proposals) for DHHS and ensures compliance with all State statutes executive orders and rules.
