THE AGENCY
Treasurer-Tax Collector Departments mission is to provide County departments and all other depositing agencies with secured and convenient countywide central banking facility and countywide central banking facility and countywide treasurer administration services including the investment of monies on deposit with Treasurer in the Treasurers Investment Pool provide real estate and personal property tax billing and collecting services provide business licensing services in the unincorporated areas of the County and provide in-house administration of the Countys deferred compensation plan programs for eligible employees.
THE POSITION
Under general direction of the Treasurer-Tax Collector Financial Manager this classification establishes operating policies and procedures for multi-unit functions that carry various complex fiscal operations relating to countywide accounting for cash investments tax collections and a specialized trust fund including a highly complex and automated central banking facility for the County.
This classification is located in the Office of the Treasurer-Tax Collector and performs and manages a broad range of highly specialized fiscal and accounting activities which include countywide central cashiering remittance processing central banking operations treasury and investment accounting tax accounting trust fund accounting and custody and other related work. The class also sets policy for the performance of assigned duties and responsibilities in either the Treasury or Accounting units under management. This classification differs from the Supervising Accountant position in that it is expected to make significant contributions in the formation and implementation of operating policies and procedures for either unit under supervision.

TO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS YOU MUST MEET THE MINIMUM REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS (I-III) LISTED BELOW.
EITHER I
Experience:The equivalent of one (1) year of full-time experience as Senior Supervising Auditor or in an equivalent or higher-level qualification in the Alameda County classified service with primary duties that include professional-level accounting fiscal operations or complex auditing.
OR II
Experience:The equivalent of two (2) years of full-time experience as a Senior Accountant or in an equivalent or higher-level classification in the Alameda County classified service with primary duties that include professional-level accounting fiscal operations or complex auditing.
OR III
Education:Possession of a bachelors degree from an accredited college or university in accounting finance business administration or a closely related field.
Substitution:Additional experience as outlined below may be substituted for the education requirement on a year-for-year basis.
AND
Experience:The equivalent of three (3) years of full-time increasingly responsible professional accounting auditing or administrative experience which has provided the required knowledge and abilities. At least one (1) year of the required experience must have been in a supervisory capacity while performing the example of duties described above.
