Job Description

The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the worlds busiest and most highly skilled emergency response agency. The Departments main goal is to provide fire protection emergency medical care and other critical public safety services to residents and visitors in the five boroughs. FDNY members are sworn to serve and protect life and property and the Department works to continually educate the public in fire life safety and disaster preparedness along with enforcing public safety codes. Since its inception in 1865 FDNY has helped lead efforts to make New York the safest big city in the nation. This accomplishment requires a steadfast and daily commitment to maintaining the Departments core values.

The Fire Department City of New York (FDNY) seeks a full time Deputy Chief Medical Officer (DCMO) Candidates and Annual Monitoring in the Bureau of Health Services (BHS). Reporting directly to the Chief Medical Officer of BHS the successful candidate will: Work with the Chief Medical Officer of BHS on all issues but specifically the candidate and annual monitoring evaluation process. Represent the FDNY on all committees responsible for determining national New York State and New York City guidelines/standards for Fire and EMS candidates and incumbents (e.g. NFPA 1582). Ensure sufficient daily staffing (physicians nurses technicians and ancillary staff) is scheduled for the candidate/annual monitoring areas. Supervise and perform candidate and monitoring evaluations including supervising stair testing and post-run evaluations. Review medical records test results and in-house consults (e.g. orthopedic cardiac pulmonary psych) to determine candidates medical qualifications for hire and record necessary documentation into the candidates electronic medical record. Work with staff to develop protocols and standard operating procedures for optimal candidate and member evaluations. Work with staff to develop quality assurance and quality improvement (QA/QI) goals and determine if they are being met. Meet with clinical staff on a regular and ad hoc basis to provide oversight and to address operational issues including policies personnel and member problems. Provide all required progress reports. Participate on committees related to candidate and annual monitoring including the computerization committee where the design and implementation of candidate annual monitoring and World Trade Center monitoring of electronic medical records for Fire and EMS occurs. Represent BHS as a member of the Candidate Consolidated Tracking Progress which works with all FDNY bureaus to ensure candidate equity. Represents BHS for all legal discussions and decisions in medical litigation proceedings related to candidates and annual monitoring evaluations. Compose responses to staff from Legal the Civil Service Commission (CSC) and the Department of Citywide Administrative Services (DCAS) for the candidate appeals process. Be available for emergency response to life threatening/fatal injuries of active members and significant mass casualty incidents. Be available to respond to FDNY work locations for counseling (e.g. infection control stress etc.).
