Job Description

To plan and supervise the fiscal management and administrative activities of the Department of Epidemiology research programs. Develop prepare and administer research budgets of substantial complexity and impact by preparing and maintaining periodic and special program operations and/or financial reports; evaluating and initiating requests for services supplies equipment and maintenance; and assisting faculty and/or departmental staff regarding research support regulations and the appropriateness of expenditures.

Grant Exploration and Development:

Respond to faculty inquiries regarding specific grant opportunities.

Read and evaluate Requests for Proposals (RFP).

Make recommendations regarding economic feasibility of contract/grant proposals.

Establish timelines to assure project deadline dates are met.

Monitor progress of proposal development.

Develop contract and grant budgets.

Comply with internal and sponsor deadlines.

Obtain institutional approvals; route proposals; train users on electronic submissions systems.

Post-Award Administration/Financial Responsibility:

Oversee and manage a large group of externally and internally funded grants and contracts including forecasting and interpreting funding agency and University guidelines.

Prepare detailed cost projections.

Manage budgets for department grants contracts and programs.

Work with PIs to assure required program reports are completed and sent to funding agencies.

Correspond with contracting officials at other institutions as well as NCI and NIH.

Develop budgets and provide projections and recommendations.

Recommends action and assists in the development and submission of non-financial post award activities such as re-budgeting requests no-cost extensions and other sponsor requests requiring prior approval.

Compliance:

Assure compliance with contract/grant terms in accordance with University policies and state and federal regulations.

Advise faculty and/or staff regarding research support regulations and the appropriateness of expenditures.

Operational/Administrative Support:

Assist with the development of administrative policies and procedures concerning fiscal management and internal controls.

Assist with the development of methods for improving operational procedures and recommending appropriate modifications.

Develop and implement strategic planning to meet grants related goals of the Department.

Provide necessary training and support based on new and/or changing guidelines.

Assemble edit and distribute program-related contract and/or grant materials.

Independently evaluate and initiate requests for services supplies equipment and maintenance.

External Communication and Negotiations:

Communicate with UI units to assure compliance adherence to policies status tracking and direct communications with sponsors and other entities.

Correspond with contracting officer/officials at NCI NIH and other institutions.

Communicate with agencies to exchange project specific information or obtain clarification for compliance.

Participate in the negotiation of budgets.

Leadership/Supervision:

Provide functional supervision of staff.

Provide direction training and feedback to assure outcomes are achieved.

May hire develop or manage the performance of staff.

Assure staff are compliant with UI policies and procedures as it relates to grants/contracts.

Required Qualification:

A Bachelors degree in Business Administration or a related field or an equivalent combination of related education and experience.

Considerable (3-5 years) experience related to fiscal management or administration.

PC experience including Microsoft Word and Excel.

Reasonable (1-3 years) administrative supervisory experience.

Excellent written and verbal communication skills.

Experience in pre and post award management of federal non-federal or privately funded research grantsor contracts

Desirable Qualifications:

Experience administering externally funded grants or contracts including budget preparation forecasting and interpreting funding agency and University guidelines.

Knowledge of current local state and federal regulations.

Reasonable (1-3 years) experience working with administrative budgets.

Experience administering NIH and CDC funded research.

Demonstrated ability to prepare reports charts and/or documents of technical and scientific nature.

Knowledge of University policies procedures and regulations.

Position and Application Details:

This position is eligible for hybrid work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy work arrangements will be reviewed annually and must comply with theremote work program and related policies and employee travel policy when working at a remote location.
