Job Summary:

This position will act as the JOC (Joint Operations Center) Project Lead in the Fuel Tax Audit and Compliance Unit which will be responsible for overseeing all JOC project activities including preparing monthly and yearly reports participating in the Office of Safeguards review attending JOC meetings and uploading of state data to the IRS. Utilizing IRS data this position will effectively and accurately track motor fuel throughout the distribution chain by performing fuel tax audits using data sharing data mining and cross-matching techniques to assess the level of fuel tax compliance. The incumbent will read and interpret state codes laws and rules; will compare data from the IRS and several other sources to verify the accuracy of fuel tax reports; will issue notices of discrepancy tax assessments and audits; will communicate effectively with external and internal stakeholders; and may serve as a witness at administrative hearings. The incumbent will assist the Supervisor in training new staff cross-training of JOC duties and other duties as needed. Out of state travel is required. Successful IRS background check also required.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Job Duties:

Research and analyze monthly fuel tax data which has been cross-matched in the electronic fuel tax reporting system. Create new queries with the data to discover additional unreported revenue. Compare data from IRS and non-IRS outside sources in order to verify the accuracy of the tax reports.

Prepare inquiries Notice of Discrepancies and/or Notice of Assessments and other related correspondence to the affected taxpayer.

Communicate effectively with external and internal stakeholders regarding the Arizona Revised Statutes Administrative Rules and policies and procedures; testify at an Administrative Hearing.

Assist Fuel Tax Audit and Compliance Supervisor with training of new staff cross-training of JOC functions and special projects and information requests.

Coordinate all JOC project functions including: preparing monthly and yearly reports attending monthly meetings and uploading data to the IRS.

Other duties as assigned as related to the position.

Knowledge Skills & Abilities (KSAs):

Knowledge:
- This position should have knowledge of the fundamental principles of fuel excise tax and knowledge of the business practices of the fuel industry.
- Knowledge of Title 28 Arizona Revised Statutes.
- State and ADOT policies rules and regulations.
- Knowledge of the automated accounting systems used by the State and ADOT.
- Knowledge of mainframe and PC accounting systems including advanced spreadsheet functions and databases.

Skill:
- Effective professional oral and written communication.
- Analyzing and interpreting complex financial information and transactions.
- Utilizing and creating computer spreadsheets databases and other automated tools.
- Research and problem-solving skills.
- Prioritizing work activities and others to ensure that deadlines are met.
- Interacting and collaborating effectively with external and internal stakeholders.

Ability:
- Ability to communicate in a clear effective and professional manner both verbally and in writing.
- Ability to synthesize a complex work task and/or situation and present recommendations for a course of action.
- Complex financial/process analysis and interpretation.
- Ability to use computers to create and manipulate spreadsheets and databases as well as other automated tools to complete work tasks efficiently and accurately.

Selective Preference(s):

Possess a bachelors degree or a minimum of one year tax and/or accounting experience.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
