Leicestershire County Councils Adult Learning Service is seeking a highly motivated Project Manager to lead and oversee the effective and efficient delivery of the Supported Employment Quality Framework (SEQF) offer for adults across Leicestershire.

About the Role

Connect to Work aims to support disabled people people with health conditions and people from disadvantaged groups with multiple and complex barriers to move into and maintain employment.

The Connect to Work Manager will:

Ensure excellent communication of the project(s) aims and objectives to key partners to ensure the programme is widely understood internally and externally by all stakeholders including senior leaders in LCC.
Identify and engage employers project partners groups and individuals in the community including specified groups to ensure the target audience have access to high quality employment information advice guidance and support (in line with Matrix Standards) to meet programme aims.
Ensure that the priority areas of work identified are delivered on time and within budget to ensure programme objectives and outcomes are achieved.
Identify liaise and build excellent relationships with relevant partners across Leicestershire and offer bespoke projects as necessary across the County to ensure consistent high-quality support to job seeking individuals. Furthermore this will include the need to work closely with the wider LALS curriculum team to optimise the learning offer.
Take the lead on developing and maintaining accessible client and partner feedback systems and data collection processes and procedures to ensure accessible high quality and appropriate programmes courses and referral pathways are offered.
Report to the Connect to Work Project Board providing accurate and timely updates on progress against agreed outcomes and milestones and identify any risks and mitigating actions.

About you

Applicants must have recent experience of successfully managing a team to deliver similar high-profile time-limited programmes - a key element to the success of the project will be the ability to motivate and manage a geographically dispersed team. Knowledge of the current challenges faced by local communities in the context of unemployment is also essential and an understanding of the barriers to employment faced by the projects target groups (e.g. those with a disability or long-term health condition ex-offenders homeless people care experienced young people or care workers etc.) would be an advantage.

The successful candidate will demonstrate excellent networking and negotiating skills which will allow them to establish good working relationships with a wide range of internal and external partners to ensure the success of the project. They will have excellent report writing and presentation skills as well as being competent in IT and data management such that they can meet the reporting needs of the programme.

Furthermore they will have excellent communication skills which allow them to understand and respond proactively to the needs and expectations of internal and external customers. They will also use customer feedback and management information effectively to guide continuous service improvement and maximise programme performance.

You must also demonstrate understanding of and commitment to Equality Diversity and Inclusion with staff clients and partners and the ability to apply this to all situations.
