Job Duties
Oversees and improves grants compliance across multiple Commission programs
Takes lead coordinator role in responding to external audits
Provides internal audit oversight to help ensure grant records comply with
Commonwealth and Commission fiscal policies
Develops and implements improvements to legal documentation policies and asset management processes working with counsel as appropriate.
Grant Program Support
Performs financial viability analysis for applications seeking grant funding through applicable grant programs
Manages approval and oversight of grant agreements using restricted funds
Manages and enforces Commissions security interest policies
Develops and oversees Performance Agreements as needed for grant awards
Grants System Management
Works with Grants Systems Administer and vendor to ensure SmartSimple continues to serve the needs of the Commission
Manages an effective grant performance management system based on best practices and research-based standards.
Reengineers business processes and workflows as necessary; streamlines data collection and interactions between TRRC and grantees.
Performance and Outcomes Data Management
In partnership with Grants Team Commission leadership vendor consultants and stakeholders develops an improved system for tracking project performance and outcomes beyond grant closure
Ensures historic grant awards are properly categorized in grants management system to allow for reporting and compliance
Works with Grants Systems Administer and stakeholders to develop improved ways for data tracking over time.
Minimum Qualifications
Extensive working knowledge of grants management principles and practices community and economic development financial principles and database management; ability to travel and work independently to prioritize a complex workload to coordinate grant management with staff to work effectively in complex organizational and political settings and to use database and other grant management tools and systems. Attention to detail and ability to understand complex budgets and financial statements. Excellent interpersonal communication skills (verbal and written).

Familiarity with Virginias tobacco region helpful
