Job Title: Library Program Specialist
Division: Grants & Programs
Union: IFT
Location: 300 S Second St Springfield IL - Sangamon County
Salary: Range $5698 to $9446 monthly - commensurate with experience
Benefits: difficult and complex professional librarian functions by serving as a consultant and advisor to library systems and libraries of the State; reviews and oversees the literacy grants applications and program; monitors and analyzes problem areas of the literacy project grantees operations develops and implements strategies to solve any problems; reviews reports and statistics and makes recommendations relative to programming and financial management.

Duties and Responsibilities:
  • Participates in the planning development and implementation of Literacy grant program operations by consulting with literacy professionals librarians administrators civic and community groups throughout Illinois by providing guidance and expertise to their professional and support staff; develops community support for library-literacy programming and provides guidance in the writing of successful grant applications at the local state and national levels.
  • Reviews literacy grant applications received in the competition process and consults with the Literacy Advisory Board and Volunteer Review committee members to develop recommendations of those applications worthy of funding. Prepares and presents public presentations to provide information to prospective applicants in writing grant applications that meet the selection criteria.
  • Reviews literacy project grantees operations programming and financial management to identity and analyze problems and achievements through a monitoring process. Develops and implements strategies to address identified challenges and to recognize achievements to benefit other literacy programs.
  • Performs statistical and qualitative analyses of the evaluative data reported by library-literacy projects across the state prepares reports analyzing the data and presenting conclusions and recommendations concerning literacy programming.
  • Represents the Illinois State Library at professional governmental educational and public meetings through speaking engagements and written communication maintaining favorable public relations.
  • Other duties as required or assigned
Education and Experience:

Requires knowledge skill and mental development equivalent to completion of a masters degree in library science preferably from an institution accredited by the American Library Association and four years of progressively responsible professional librarian experience involving the application of library science techniques.

Knowledge Skills and Abilities:
  • Requires thorough knowledge of library principles methods tools materials and practices as they relate to all phases of library operations.
  • Requires thorough knowledge of library equipment facilities layout and budgeting processes.
  • Requires thorough knowledge of research and reference techniques.
  • Requires thorough knowledge of library materials and documents and their value to the library.
  • Requires ability to analyze complex research reference cataloguing or accessioning problems and to make recommendations as to their resolution.
  • Requires ability to interpret library policies objectives and facilities to public officials and the public and to establish and maintain favorable public relations.
  • Requires ability to determine and satisfy the requirements of scholars government representatives professional staff historians and other library patrons.
  • Requires ability to make library studies and surveys and gather organize and give information on library techniques procedures personnel management housing and equipment.
  • Requires ability to analyze situations accurately and adopt an effective course of action.
  • Requires willingness to travel and possession of a valid Illinois drivers license as required by individual positions within the class.
