JOB SUMMARY
Responsible for the direct supervision and evaluation of school-based principals. Responsible for implementing the districts mission in the assigned network and improving student achievement within the network. Provides leadership coaching professional development and support to school-based administrators. Responsible for directing and assisting principals and other school-based administrators with all aspects of teaching and learning. Provides supervision of the general operation of schools with a focus on improved student performance and building professional capacity of faculty and staff. Spends majority of time in schools coaching principals and other school-based administrators for the purpose of developing and refining the skills needed to drive continuous improvement in teaching and learning. Expected to be highly visible in the communities of the assigned network and to participate in community organizations community functions and extra-curricular activities.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Provides direct technical and instructional support to principals and school-based administrators. Supervises the work of school principals ensuring adherence to established policies procedures and standards; advises and assists subordinates as necessary resolving problems as situations arise. Collaborates with and directs the work of the Director of School Performance.
  • Assists and supervises principals with developing implementing monitoring and evaluating a plan for continuous school improvement with a focus on accelerating academic achievement for every learner in alignment with the district Strategic Plan goals and compliance with local state and federal policies and regulations.
  • Uses school and district data to assist with planning monitoring and evaluating the performance of principals teachers and students for the purpose of achieving continuous improvement in all aspects of teaching and learning with a focus on accelerating academic achievement for every learner and eliminating all academic and behavioral gaps.
  • Participates in budget decisions at the network level. Oversees expenditures for assigned schools as well as for all County schools; Demonstrates fiscal responsibility and ethical practices related to oversight of budgets Maintains an aligned K-12 instructional program that addresses state local and federal requirements to ensure academic achievement.
  • Effectively plans develops and facilitates high quality data-driven professional development for principals and aspiring leaders. Develops a plan for continuous professional learning for self principals and aspiring leaders based on assessed need; researched-based best practices; trends in educational technology; curriculum instruction and assessment; and innovative practices in teaching and learning.
  • Demonstrates highly efficient time management and actively seeks ways to minimize disruption to school schedules and principals calendars by utilizing time in schools to engage and coach principals other school-based administrators and teachers in their natural setting; thus minimizing meetings and time outside of classrooms and schools.
  • Assists the Associate Superintendent for School Performance & Support with prioritizing the work professional development needs staffing needs and resource allocation for the Office of School Performance. Assists and leads the process for recruiting hiring retaining and promoting highly effective administrators and teaching staff in collaboration with Human Resources.
  • Monitors education research trends and developments to support development and evaluation of school staff and school improvement efforts. Keeps current on national trends in the areas of curriculum instruction assessment the usage of data to improve instruction.
  • Serves as a liaison and provides support with community and other stakeholders to address curricular needs interests and concerns. Publicly responds to concerns of the Community regarding schools; coordinates with community agencies to address the problems and needs of schools and their students. Assists principal and school staff with developing and maintaining positive and collaborative community interactions.
  • Monitors school progress through feedback from students teachers principals directors superintendents the Board of Education business leaders consultants and parents. Receives suggestions advice and general feedback on the operations of schools; helps ensure an open line of communication across the school system hierachy bringing insight from all levels to incorporate in policy and decision making.
  • Performs other related duties as assigned within the same classification or lower.


MINIMUM QUALIFICATIONS

Education

  • Masters Degree in educational administration supervision or curriculum and instruction from a regionally accredited college or university required.
  • Doctoral Degree in education or closely related field from a regionally accredited college or university preferred.

Experience

  • Experience with educational accountability measures including federal educational reform efforts state and local assessments knowledge of systemic organizational thinking organizational leadership and change management.
  • Experience working in a highly collaborative environment where teamwork creative problem solving and self-motivation are necessary for success.
  • Experience and demonstrated success coaching principals and leading professional development.
  • Five (5) years successful experience as a school principal required.
  • 10 or more years progressively responsible leadership/management experience in a public educational setting required. required;
  • Or an equivalent combination of education and experience which provides the required knowledge skills and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

  • Knowledge of current trends and research in school leadership data analysis professional development delivery models eliminating academic and behavioral achievement gaps.
  • Exceptional writing editing and oral communication skills.
  • Ability to work independently prioritize work and complete work in a timely and accurate manner.
  • Ability to deal effectively with students teachers administrators support staff central office staff parents and the public.
  • Demonstrates strong leadership and management qualities and the ability to set priorities and supervise the work of others.
  • Demonstrated ability to effectively work and communicate with diverse populations.
  • Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing Microsoft Office Suite -Word Excel Outlook and/or PowerPoint preferred).

Licenses and Certifications
Employee must retain active licenses certifications and enrollment as a condition of employment.

  • Hold or be eligible for Educator Certification: Advanced Professional Certificate (APC) issued by Maryland State Department of Education (MSDE) required.
  • Hold or be eligible for Educator Certification: Administrator I Certificate issued by Maryland State Department of Education (MSDE) required.
  • Hold or be eligible for Superintendent I Certificate issued by Maryland State Department of Education (MSDE) required.
  • Hold or be eligible for Drivers License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
  • Daily access to reliable transportation.

Driving Requirements

  • Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
