Serves as a project manager.
Processes complex and/or sensitive permit applications and water right petitions for surface water appropriations.
Assists appropriators with water right inquiries and filing of water right applications.
Coordinates with state agencies where jurisdictional conflict or overlap in regulation and monitoring of ground water projects occurs.
Provide senior-level training and advice to both Surface Water Division staff and staff from other divisions within the agency regarding Surface Water Division processes responsibilities water law rules and regulations and current policies.
Implements Division permit conditions and policies.
Establishes policies and procedures.
Participates in planning efforts and budget matters.
Makes presentations and provides an Agency/public interface at meetings.
Formulates detailed correspondence regarding technical issues related to policies procedures and statutes.
Assists public agency other state agencies and federal agencies in surface water-related issues.
Resolves problems discrepancies and deficiencies on petitions applications maps and reports in accordance with Wyoming law rules and regulations
Qualifications
PREFERENCES:
Preference may be given to candidates with a bachelors degree in geology hydrogeology engineering environmental physical or natural science field PLUS 2 years of work experience in water resource management.
KNOWLEDGE:
Knowledge of Wyoming water law; policies procedures and business practices of the State Engineers Office; geologic hydrologic and irrigation principles and practices; well construction; operation of water level and flow measuring devices; legal land descriptions; surveying principles.
Skills in interpersonal written and verbal communications; managing people and resources; computer applications (database spreadsheet presentation word processing GIS software); interpretation analysis and reporting of geologic and hydrologic data.
Ability to develop collaborative relationships to facilitate the accomplishment of work goals and to build strategic relationships among people work groups and divisions (both internal and external); deal with others in difficult and complex situations to achieve resolution or adherence to laws and/or rules and regulations; present and convey information clearly and concisely to groups or individuals verbally electronically and in writing to ensure they understand the information.
MINIMUM QUALIFICATIONS:
Education:
Bachelors Degree (typically in The Sciences)
Experience:
1-2 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Analyst
