The SRF Fiscal Analyst will perform advanced level financial and administrative functions associated with the Drinking Water State Revolving Fund (SRF) Clean Water SRF and other Division grant programs. Working with SRF staff and management track all grant funding and set-asides; review and track payment requests using best accounting practices in compliance with state and federal laws Environmental Protection Agency (EPA) grant award requirements SRF federal requirements and SRF program policies. Prepare and submit all grant applications and financial reports for SRF Division grant programs. SRF Division projects involve the construction of drinking water wastewater and stormwater infrastructure to protect human health and the environment.


Job Duties:
  • In coordination with SRF staff and management prepare and submit grant applications and review grant awards.
  • Prepare track and update budgets and expenditures for SRF Division grant funding and set-asides in accordance with EPA grant award conditions and other federal regulations and policies.
  • Prepare financial reports and assist in the preparation of program reports.
  • Obtain relevant financial information from Bureau of Financial Management and Rural Infrastructure Authority.
  • Process set-aside invoices for payment. Review and track payment requests for SRF and other grant-funded projects.
  • Other duties as assigned by the section manager or division director.


Minimum and Additional Requirements

A bachelors degree in accounting finance business or a related field and professional experience in a related area such as accounting auditing finance or banking.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:
  • Must have extensive knowledge of governmental and/or private accounting practices financial management and budgeting.
  • Ability to understand and complete complex financial analyses and calculations.
  • Extensive knowledge of spreadsheets and applicable accounting and financial software for computers.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain good working relationships with state and local officials.
  • Ability to read and interpret regulations.
  • Must be well-organized deliberate and persistent in approach to problem solving.
  • Must possess excellent writing skills.
  • Ability to work independently with limited supervision.
  • Must follow established procedures and be able to use a personal computer and associated databases and software applications.
