THE STARTING SALARY FOR THIS POSITION IS LIMITED TO $116147 to $ 138083. The position is client funded.Salary offers for the selected candidate are based on the candidates education and experience related to the position as well as our agency budget and equity.
The Section Head must have the ability to learn and develop a working understanding of the several regulatory laws enforced by DHHS and have the ability to become an expert in the requirements and provisions of each of these laws.
Additionally this position must have the:
Ability to promptly make management and legal strategy decisions and promptly execute on those decisions.
Thorough knowledge of case statutory regulatory and common law.
Ability to interpret and apply dense State statutory schemes with an overlay of Federal statutes interpret and apply laws constitutional provisions statutes administrative regulations and court decisions.
Ability to conduct complex civil litigation in specialized areas of law from the trial stage through the appellate stage.
Ability to express conclusions and arguments clearly concisely and logically in oral and written form.
Proven ability to use good judgment and discretion in performing ones job responsibilities and effectively collaborate with others throughout and outside of NC DOJ.
Licensed to practice law by the North Carolina State Bar and five years of progressively responsible professional legal experience.
NOTE: GS 114-2 and 114-6 make it the duty of the Attorney General of NC to represent the State of North Carolina in all litigation unless another statute specifically states otherwise.
Management preferences include:
Demonstrated strong interpersonal skills.
Ability to independently develop creative solutions to legal issues and management challenges.
Demonstrated ability to effectively collaborate with management colleagues team members and clients.
Ability to lead a team of specialized professionals effectively.
Experience/knowledge in public health and child welfare issues and/or demonstrated ability to master technical areas of law.
Experience independently litigating civil cases in a variety of forums including administrative tribunals and State and Federal courts.
Ability to multi-task and prioritize effectively and lead others in the Section to the do the same.

Applicants seeking National Guard Preference must attach a NGB 23A (RPAS) if you are a current member of the NC National Guard in good standing. If you are a former member of the NC National Guard who served for at least 6 years and was discharged under honorable conditions you must attach either a DD256 or NGB 22.
