Job Duties

The Office of the Executive Secretary of the Supreme Court of Virginia is seeking qualified applicants for the position of General District Court Analyst within the Department of Judicial Services (DJS). DJS provides administrative procedural management and information technology assistance and support to the judges and clerks of the Commonwealth.


This is a unique opportunity for a knowledgeable and experienced court professional with strong training and communication skills to play a critical role in supporting Virginias courts during implementation of new legislation that encompasses the Criminal Sealing Bill.

Essential Duties & Responsibilities
The General District Court Analyst supports Virginias general district courts by delivering high-quality assistance in various technical and operational areas with specific focus on support and training with the implementation of the criminal sealing bill changes and other key legislative changes.


Key responsibilities include but not be limited to:

Training & Education:

  • Develop and deliver engaging in-person and recorded training programs for court personnel on the General District Case Management System (GCMS) the General District Imaging System (GDIS) and related applications.
  • Produce and maintain user guides training materials and e-learning resources.
  • Lead training efforts related to legislative updates including the Criminal Sealing Bill.

Court Support & Technical Assistance:

  • Provide day-to-day technical and procedural assistance via telephone and e-mail to GDC and Combined District Courts statewide.
  • Serve as a subject matter expert in GCMS .NET Forms Financial Accounting System (FAS) and GDIS applications.
  • Assist courts with implementation of legislative and technical updates.

System Development & Quality Assurance:

  • Prepare test plans and perform testing of system modifications and enhancements.
  • Collaborate with state agencies including but not limited to Department of Motor Vehicles (DMV) and Virginia State Police Criminal Record Exchange (CCRE) to resolve interface issues and enhance system interoperability.

Stakeholder Engagement:

  • Serve as a liaison between the courts and external agencies to ensure accurate data exchange and process consistency.
  • Support court leadership with guidance and insight during significant system or policy changes.

Minimum Qualifications

The most competitive applicants will demonstrate:

  • At least five (5) years of direct experience with the Virginia General District Court system including court operations procedures and case management practices in Traffic Criminal and Civil divisions.
  • Expertise in GDC court case management records and financial practices.
  • Proficiency with Traffic Criminal and Civil procedures and experience with public-facing court services.
  • Strong written communication and presentation skills.
  • Experience delivering live training programs with the ability and willingness to learn tools and techniques for developing recorded training content.
  • Analytical and instructional design skills to identify training needs and develop effective learning solutions.
  • Strong interpersonal and collaboration skills with diverse stakeholders.
  • Demonstrated initiative time management and ability to work independently.
  • Proficiency in Microsoft Office products and general PC applications.

Preferred Qualifications/Experience

  • Experience with learning management systems (LMS) or training platforms such as Articulate Camtasia Adobe Captivate or similar tools.

Additional Considerations

  • Residency in the Commonwealth of Virginia is required.
  • Occasional travel throughout the state is expected.
  • This position is based in Richmond Virginia. Remote or hybrid work may be considered based on qualifications responsibilities and organizational needs. All remote or hybrid arrangements are subject to approval by the Office of the Executive Secretary.
