Salary $140000 / year

Hornblower is seeking a Program Manager for our Seaward Services operation in Norfolk VA.

About You:

This person will be adaptable dynamic and embody Hornblowers RESPECT Service System.

About the Opportunity:

The Program Manager (PM) shall serve as the primary liaison between the Government Contracting Officers Representative (COR) and Seaward Services Inc. on the CSG-4 TSVRON contract upon award. This individual will oversee the successful execution of contract requirements and ensure alignment with Government objectives.

Essential Duties & Responsibilities:

  • Serve as the principal point of contact with the Government COR for all program-related communications and coordination.
  • Lead and oversee all aspects of program execution including planning resource allocation risk management and performance monitoring.
  • Ensure compliance with contract terms schedule and deliverables.
  • Provide leadership and direction to project teams subcontractors and support personnel.
  • Develop and maintain detailed program plans schedules and reports.
  • Identify and resolve issues that could impact the successful delivery of program requirements.
  • Foster continuous improvement and efficiency in all program operations.
  • Additional job duties as assigned.

Requirements & Qualifications:

  • High school diploma or equivalent
  • Bachelors degree preferred
  • A minimum of 9 years of experience in program management to include:
    • A minimum of 2 years of experience in maritime logistics; and
    • A minimum of 2 years of experience in project management and
    • A minimum of 2 years of experience operating and maintaining large vessels.
  • Must possess a valid United States Passport
  • Must be able to acquire and maintain a Transportation Worker Identification Credential (TWIC)
  • Must be able to acquire and maintain a Common Access Card (CAC)
  • Must be able to acquire and maintain an active SECRET clearance.
  • Project Management Professional (PMP) certification strongly desired.
  • Excellent career record in the marine industry managing complex logistics programs.
  • Must be computer literate in Microsoft Office and shipboard monitoring and maintenance software.
  • Demonstrate appropriate management and administrative skills.
  • Logically and independently plan organize and complete work assignments.
  • Ability to use independent judgment and discretion to develop and execute innovative solutions to engineering problems.
  • Evidence of ability to bring increased value to task through efficiencies and cost-control.
  • Ability to communicate effectively verbally and in writing and maintain quality working relationships with other employees and the public during work.
  • Ability to establish and execute complex oral and written instructions apply available guidelines to various situations and carry on more than function at a time in an environment subject to many distractions.
  • Ability to plan and organize and to meet rigid schedules and demanding timelines.
  • Must have technical and organizational skills.
  • Possess a thorough understanding of all-pertinent regulations and laws.
  • Possess excellent analytical problem-solving critical thinking and decision-making skills.
  • Successfully submit and complete pre-employment background check.
  • Submit to and pass alcohol and drug tests as mandated by the USCG including pre-employment random and post-accident testing.
