Hiring Range: $19.83 - $23.30 Per Hour

Range Explanation:

  • Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors including your skills qualifications experience education licenses training and internal equity.

  • Pay Range is the entire compensation range for the position.

The Community and Workforce Specialist I role supports the Pima County Community Action Agency a division under the Community Assistance program within the Community and Workforce Development Department. The ideal candidate will treat individuals with respect and dignity offering comprehensive services that promote a sustainable future in a dynamic high demand setting. The selected candidate will conduct interviews with those in crisis who are seeking financial assistance while evaluating their urgent needs. They will possess the skills to interpret and implement local state and federal policies to assess program eligibility.

Essential Functions:


As defined under the Americans with Disabilities Act this classification may include any of the following tasks knowledge skills and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents of this class. Work assignments may vary depending on the departments need and will be communicated to the applicant or incumbent by the supervisor.

  • Participates in the day-to-day operational and support activities of a functional program or work unit within the Community & Workforce Development Department;

  • Provides direct services urgently and compassionately to Community & Workforce Development clients which may include working with clients via phone email online or in person;

  • Assesses the needs of community members and provides guidance on appropriate resources based on individual needs;

  • Matches qualified candidates with resources coaching or support related to employment education or financial assistance;

  • Represents the program or work unit at community events and in meetings with County personnel and/or community partners;

  • Provides administrative and other support essential to the completion of program or work unit objectives;

  • Communicates with and participates in program activities in coordination with other County departments and community partners;

  • Provides input to management in the development of program goals and objectives;

  • Manages and maintains records of program participants and their progress;

  • Responsible for other duties as assigned in support of the overall goals and functions of both the Community & Workforce Development Department and Pima County.

Minimum Qualifications:

Associates degree from an accredited college university or technical school in management public or business administration or a field related as determined by the department head at the time of recruitment.


(Relevant experience and/or education from an accredited college or university may be substituted.)


OR:


One year of experience with Pima County as a Community & Workforce Technician I or II or similar Pima County position as determined by the department heat at the time of recruitment.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies specifically addressing the required and preferred qualifications.):

  • Minimum two (2) years of experience working with a community action or social services program assisting households in crisis facing foreclosure eviction job loss and/or utility shutoffs.

  • Experience with/knowledge of Low-Income Home Energy Assistance Program (LIHEAP) Community Services Block Grant (CSBG) and other local state or federal programs policies and regulations.

  • Minimum two (2) years of experience in determining eligibility for low-income based programs while interpreting multiple grant regulations.

  • Minimum three (3) years of experience using multiple web-based applications such as Emergency Services Network AZTECS HEA and Microsoft Office Suite.

  • Bilingual (English/Spanish - speak read write).

Selection Process:

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Supplemental Information:

Licenses and Certificates:Valid driver license is required at time of application.ValidAZdriver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record.

Special Notice Items: Some positions may require completion of a satisfactory personal background investigation by the court or law enforcement agencies due to the need for access to County Attorney and Court facilities records and communication systems. The County requires pre-employment background checks. Successful candidates will receive a post-offer pre-employment background screening to include verification of work history education and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
