The Systems Analyst III provides advanced technical support and leadership in analyzing designing and implementing system solutions to optimize the Medicaid business processes within the Oklahoma Health Care Authority. This role is responsible for ensuring the accuracy and efficiency of system development in line with state and federal guidelines including CMS standards and MITA processes. Additionally the position engages with users to identify system needs proposes strategic solutions and ensures compliance through thorough testing and analysis. The Systems Analyst III also plays a key role in mentoring junior analysts managing stakeholder relationships and aligning system functionality with the broader goals of the Medicaid enterprise.
Demonstrating the ability to analyze program logic screen layouts reports and testing criteria for system development.
Engaging with system users to identify needs analyze workflow diagrams and propose solutions to streamline Medicaid business processes.
Ensuring accuracy and compliance by preparing meticulous test data and procedures to evaluate system solutions against Medicaid specifications.
Analyzing agency policy to ensure adherence to MITA processes CMS standards and other state and federal guidelines in system development and implementation.
Working closely with stakeholders to understand user requirements assess system changes and ensure alignment with Agency and CMS policies.
Effectively communicating system issues and delivering presentations.
Being prepared to step into a backup team lead role as needed.
Providing oversight mentorship and initial training to contracted business analysts and entry-level Systems Analysts.
Recognizing opportunities for system transferability joint development efforts and aligning system capacities with Medicaid enterprise goals.
Assisting in cost/benefit analyses and developing methodologies for effective data processing life cycle management.
Maintain a high level of familiarity with application and operating system advancements.
Other duties as assigned.
The Systems Analyst III requires strong analytical and problem-solving skills to evaluate program logic system workflows and ensure compliance with Medicaid and CMS standards. The role demands excellent communication and leadership abilities for collaborating with stakeholders and mentoring junior analysts. Additionally the position necessitates a strategic mindset and organizational skills to align system functionalities with agency goals and manage complexity across projects. A bachelors degree and 3 years of professional experience in business or public administration;OR
An equivalent combination of education and experience substituting 1 year of technical administrative* experience for each year of the required bachelors degree. 1 year of technical administrative* experience may also be substituted for 1 year only of the required experience.
*Technical administrative experience would include highly complex clerical work gained under the direct supervision of a professional supervisor or manager
Certifications in any of the following areas: Certified Business Analysis Professional (CBAP) Project Management Professional (PMP) Certified Information Systems Auditor (CISA) or Certified Information Systems Security Professional (CISSP) ITIL Certification (Information Technology Infrastructure Library) Agile/Scrum Certifications (e.g. Certified ScrumMaster) SQL or Database Management Certifications
Must be able to remain sitting for prolonged periods at a desk and working on a computer.
Must be able to move or lift up to 15 pounds at various times.
The office work environment includes regular exposure to general office equipment such as computer equipment phones and copy machines.
