The Budget and Reporting Manager directs the day-to-day operations of the financial services budget department. Assists CFO and Executive Management in the development and distribution of the agencys annual budget to include State General Funds Federal Funds and Earmarked Funds. Monitors the budget on an ongoing basis and provides monthly and ad hoc reporting to management. Directs and coordinates daily activities assigned to staff.

Responsibilities of the Budget and Reporting Manger:

  • Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches counsels and trains employees.
  • Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork.
  • Continuously coordinate with CFO and Finance Manager to understand all essential financial processes to minimize single points of failure in the department.
  • Examples of manager level essential processes are grant expenditure reimbursement accounts payable and accounts receivables.
  • Coordinate with Finance Manager to cross-train staff.
  • Leads the development of the agencys annual budget develops criteria format and guidelines to be used by the agency departments in developing their budgets.
  • Meets with department directors to determine their budget needs for the upcoming year and assists them with preparing related budget worksheets.
  • Prepares regular monthly financial reporting and ad hoc reports as needed.
  • Presents financial results in recurring monthly meetings to management department director and grant managers.
  • Ensures monthly budget versus actual reports are completed and sent to each department director and grant manager on a timely basis.
  • Communicates with departments to ensure a clear understanding of the reports and the info contained therein.
  • Ensures other budget reports are completed as requested by management.
  • Prepares various annual reports such as the Other Funds Survey and Federal Project Review (FPRs) and other reports requested by management.
  • Assists with Annual Agency Accountability report completion review of various annual program state plans and other external reports.
  • Fulfill data requests (source document sampling) for the annual Single Audit Comprehensive Annual Financial Review (CAFR) Agreed-Upon Procedures and any other internal or external audits to include requests from Federal grant funding sources.
  • Create oversee and manage the shopping cart process for Finance.
  • Reviews and assesses budget availability of contract and grant requests as needed.
  • Ensures each requests coding is properly assigned to prevent errors in the General Ledger.
  • Performs other duties as assigned.



Minimum and Additional Requirements

A bachelors degree in finance accounting or business and three (3) years of professional experience in related areas such as accounting auditing finance and/or banking. Relevant experience may be substituted in lieu of a bachelors degree on a year-for-year basis.

ADDITIONAL REQUIREMENTS:

  • Possesses knowledge of the State of South Carolina Fiscal Code and South Carolina Enterprise Information System (SCEIS).
  • Possesses a working knowledge of the integrated relationship between financial planning analysis program and budget planning and execution.
  • Must have the ability to: plan and implement a financial management program interpret and analyze complex financial data and reports plan assign review and supervise the work of others and communicate effectively orally and in writing.
  • Position may require overnight travel.
  • Position may require employee to working evening and weekends.
  • Position requires: Essential declaration.
  • Position may be required to report to work during emergency situations.
  • Must have and maintain a valid drivers license.
