Harris County Office of Sustainability seeks experienced professionals to join the team charged with implementing the Countys sustainability program including the Climate Action Plan for Internal Operations the Harris County Climate Justice Plan and sustainability grant deliverables. We are seeking highly motivated problem solvers who are willing to coordinate support and occasionally lead project initiatives as well as work collaboratively with team members in the Office of Sustainability and across Harris County.

Under the supervision of the Director of Sustainability the Sustainability Analyst will play a crucial role in supporting implementation efforts with the Climate Action Plan for Internal Operations especially around employee commuting sustainable procurement and materials management. This may involve organizing employee education sessions employee campaigns or pilot programs. The position will also support grant reporting and grant deliverables and a portion of time will be spent supporting the energy management team with utility bill processing and other energy efficiency initiatives.


Duties and Responsibilities:

  • Essential Duties:

    • Works with the Director of Sustainability and other team members to implement project tasks associated with the Climate Action Plan (CAP) for Internal Operations including but not limited to background research communications outreach education and project documentation.
    • Supports the advancement of waste reduction and materials management initiatives which may include coordinating and tracking repair caf events organizing waste audits at County buildings tracking compost pilot outcomes and other related initiatives.
    • Coordinates with the Sustainability Manager on estimating the emissions associated with County waste streams and employee commuting and other Scope 3 emissions.
    • Researches and develops guidance on sustainable purchasing working with internal County stakeholders.
    • Organizes and facilitates the Climate Action Plan Waste and Recycling Working Group to advance coordination and collaboration on waste reduction activities across County departments.
    • Supports the Energy Management team on utility bill processing and other energy efficiency activities including but not limited to benchmarking energy data analysis process improvements and data sharing.
    • Provides grant reporting as required by the awarding agency and support grants administration and implementation as needed.
    • Assists with other sustainability projects such as Harris County Strategic Plan data collection CAP Annual Reporting LEED for Cities certification Climate Justice Plan initiatives cost-benefit analysis financial analysis and exploring and applying for other external funding opportunities.
  • Collaboration Stakeholder Engagement and Capacity Building:
    • Collaborates with internal and external stakeholders to coordinate and align efforts related to circularity sustainable purchasing materials management energy and sustainability.
    • Engages with community organizations and partners to foster collaboration and maximize the impact of local initiatives.


Other Duties:

  • Establishes effective working relationships with departments and the staff of elected officials.
  • Prepares and reviews periodic reports to inform Commissioners Court of progress on sustainability performance.
  • Creates flyers social media posts blog posts and other communication materials as needed
  • Completes special projects and other duties as assigned working on a wide variety of financial administrative professional and management issues.
