Job Description

Full-Time and Permanent; 7.5 Hours/Day; 252 Days/Year; 12 Months/Year

DEFINITION

The Assistant Director of Learning Support- Special Education services primarily assists the Executive Director with the comprehensive leadership supervision and strategic oversight of division-wide special education programs and services. This position emphasizes compliance and procedural support ensuring rigorous adherence to all federal state and local mandates under IDEA and Section 504 of the Rehabilitation Act of 1973 and related guidance. The Assistant Director is responsible for implementing and monitoring compliance systems corrective action plans division-wide professional development and evaluation of student outcomes.

SUPERVISION

Work is performed under the direction of the Executive Director of Learning Support.

Supervision is exercised over Senior Coordinators/Program Administrators

Compliance/Teacher Specialists Teachers Teacher Assistants and clerical staff as assigned by the Executive Director.

DISTINGUISHING CHARACTERISTICS

Positions designated as department assistant directors assist with administering division-wide multi-sectioned multi-faceted functions with complex responsibilities which impact most or all the divisions constituencies.

ESSENTIAL FUNCTIONS OF THE CLASS (may not include all duties performed)

Assists the Executive Director in planning administering and supervising special education and Section 504 programs or services across the division.

Assumes the responsibilities of the Executive Director during absences.

Engages in strategic planning efforts to ensure alignment with division-wide goals for equity and achievement.

Interprets state and federal regulations and local policies governing special education and Section 504 and ensures compliance.

Supports the preparation and submission of all required federal state and local reports related to students with disabilities under IDEA Section 504 and other functions of the department as assigned.

Supports department budget planning including data analysis forecasting grant alignment and payroll.

Directs procedures related to the divisions Section 504 program including training monitoring and consultation with school teams.

Serves as a division liaison to assigned Virginia Department of Education offices in collaboration with the Executive Director.

Develops implements monitors and refines systems for division compliance auditing file reviews and monitoring aligned with local state and federal requirements for IDEA & Section 504.

Manages and supports dispute resolution proceedings related to special education and Section 504 such as Office for Civil Rights state or due process complaints.

Leads the development of corrective action plans in response to dispute resolution and noncompliance and oversees implementation.

Responds to the concerns of parents/community members and division staff in a timely manner.

Provides consultation technical assistance professional development and coaching to department and school-based staff on procedural compliance IEP/Section 504 Accommodation Plan fidelity and legal updates.

Leads the divisions Child Find requirements under IDEA and Section 504 including supporting processes related to referrals evaluations eligibility determinations and placements or services ensuring timely and compliant service delivery.

Supports the development and oversight of programs for medical homebound services including training compliance tracking document verification and payroll.

Coordinate homebased private day and residential special education placements and services.

Assists in the administration of special education tuition programs including multi-agency services implementing the Childrens Services Act.

Coordinate placements and services for students with disabilities participating in the divisions Virtual Scholars Academy.

Coordinates and facilitates division committees community agency collaboration and parent advisory groups as assigned.

Collaborates with other program directors and division leaders to affect compliance teacher/staff effectiveness and student achievement.

Assists the human resources department with interviewing and recommending qualified candidates for programming.

Performs other related duties as required/assigned.

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

Strategic planning and systems-thinking mindset.

Demonstrated leadership in supervising and evaluating special education programming.

Extensive knowledge of local state and federal special education laws procedural safeguards programming and the needs of students with various disability classifications.

Extensive knowledge of local state and federal regulations related to Section 504.

Considerable skill in the use of data analysis in performance of tasks.

Ability to analyze various data establish short-term and long-term goals implement monitoring protocols and corrective action structures.

Ability to identify and manage fiscal physical and human resources to successfully assist in the direction of the function programs and services of the department.

Ability to effectively organize communicate and present complex policy and legal information clearly and concisely both orally and in writing.

Leadership and interpersonal skills necessary to maintain effective collaborative relationships with staff families external agencies and community stakeholders.

Collaborative leadership style with the ability to build consensus and navigate challenging situations diplomatically.

Ability to design and deliver a variety of professional development and coaching support for legal procedural and instructional practices.

Strong organizational and project management abilities.

Ability to effectively use instructional and office technology tools and platforms student information systems data systems personnel and fiscal management systems online collaborative workspaces such as Microsoft OneDrive and Google Microsoft Office Suite programs etc.

MINIMUM EDUCATION TRAINING AND EXPERIENCE REQUIREMENTS

Masters degree in special education or a related field.

Minimum of five years of successful experience as a special education teacher or related services provider.

Minimum of five years of successful experience in a school or central office supervisory leadership role. Some experience as a school administrator preferred.

Experience in division-level management of compliance or procedural support functions preferred.

LICENSE/CERTIFICATION

Postgraduate professional certificate/license with an administration and supervision endorsement.

PHYSICAL ATTRIBUTES

Work requires standard physical attributes necessary for sitting standing using computers and communication tools and lifting light supplies and materials. Some activities may involve working with students with disabilities that require knowledge of intervention and restraint techniques.

HAZARDS

Most of the time work involves only exposure to normal everyday risks however some activities may involve working with students with disabilities that require knowledge of intervention and restraint techniques.

UNUSUAL DEMANDS

Work is subject to multiple deadlines and frequent interruptions.

Some night and weekend activities.

Work includes travel between schools and administrative sites; personal transportation required.

Exposure to high-stakes conflict resolution scenarios with irate families or other stakeholders.
