POSITION SUMMARY:
The Juvenile Justice Services Division is seeking a Contract Compliance Specialist V to assist the Program Manager and Contract and Monitoring Specialist VI in the administration and monitoring of Juvenile Treatment and Diversion programs. This position is responsible to participate in a variety of contract monitoring activities such as conducting on-site monitoring visits (announced and unannounced) for statewide contracted juvenile treatment services providers; office-based contract compliance reviews; scheduling and completing all preparations for monitoring activities including creating all contract compliance forms that reflect the AOC Standard Terms & Conditions and applicable Service Specifications unique to each Contractor being monitored; and analyzing and interpreting all documents provided by Contractors for review including behavioral health case files and contractor financial and billing records.

In addition this position is responsible to research external resources to validate professional licensure fingerprint and other information provided by contractors; prepare and submit detailed written compliance reports including financial summaries within established timeframes; present findings and follow up with the Contractors to ensure corrective action plans are submitted in the established timeframe; analyze each plan of correction submitted to assess compliance and present findings to the Contractor; provide technical assistance to Contractors related to implementation of Plans of Correction as a result of monitoring activities; serve as an AOC liaison to state regional and local agencies on special projects committees and panels; and resolve problems related to Contractors and work collaboratively with other state agency representatives and provider networks.

After an initial period of at least three months in person this position may offer the ability to work remotely up to two days per week based upon the departments business needs and continual meeting of expected performance measures.

Public Service Loan Forgiveness (PSLF) Program qualified employer.

MINIMUM REQUIREMENTS:
This position requires a Bachelors degree in the human services field and three to five years experience working in the juvenile justice system behavioral health care delivery system or other youth-related agency or the equivalent. Directly related experience may substitute for the degree requirement. In addition this position requires knowledge of behavioral health child welfare and juvenile justice programs including federal and state statutes and policies; knowledge of effective treatment processes and prevention services for delinquent and cross-over youth; ability to interpret contract language including descriptive standards and specifications for various treatment services and program descriptions; and the ability to plan schedule and organize multiple tasks with minimal supervision to support monitoring activities that run concurrently. Also this individual must have excellent written and verbal communication documentation interviewing and presentation skills; strong interpersonal skills including ability to work collaboratively with all levels of staff management and outside agency personnel; strong analytical skills and detail orientation in working with large amounts of information; the ability to work in a team as well as independently; and proficiency with Microsoft Word Excel and various types of databases. This position requires a valid drivers license and the ability to travel statewide including to remote areas with occasional overnight stays.

The preferred candidate will have experience in contract and program administration contract monitoring licensing review and/or probation supervision; knowledge of and ability to interpret DES BBHE and DHS Licensing Rules; experience interviewing children and adolescents in the juvenile justice and child welfare systems; the ability to use initiative and judgment to make sound decisions; and the ability to correctly interpret rules and regulations administrative orders policies procedures and procurement standards both internal and external.

Travel level: up to 25%.
