About the Role
The Finance Specialist III supports the financial operations of IALR by managing payroll accounts payable general ledger reconciliation procurement compliance and financial reporting. This role also leads the RFP process and ensures compliance with state and federal guidelines. Reporting to the CFO the Finance Specialist III plays a key role in maintaining financial accuracy and supporting organizational goals.

Duties & Responsibilities:

  • Manage monthly purchase orders and invoice processing; ensure contract compliance and adherence to internal state and federal procurement policies.
  • Oversee payroll processing reconciliation and GL export; maintain payroll schedules and manage vendor disbursements.
  • Execute timely check runs and support end-of-month AP and GL reconciliations; maintain deferred revenue advanced deposit and pre-paid expense schedules.
  • Reconcile bank statements resolve vendor payment issues and generate monthly financial reports for CFO review.
  • Process wire transfers for partner organizations and create journal entries for contract-based pre-paid expenses.
  • Maintain confidentiality across all financial functions and assist with other duties as assigned.
  • Request for Proposals (RFP):
  • Coordinate the full RFP process including drafting publishing responding to inquiries and managing submissions.
  • Collaborate with departments to assess needs and develop RFPs; work with legal counsel for compliance review.
  • Schedule and facilitate bid openings evaluate responses and communicate award decisions.
  • Maintain accurate RFP records and coordinate contract finalization with Grants and Contracts Manager.

Work Location
We are looking for staff to work onsite in Danville VA.

The Ideal Candidate
Bachelors degree in accounting or related field preferred
Minimum of 5 years related work experience required
Audit experience preferred
Proficient with Microsoft Office products including intermediate to advanced excel skills
Working knowledge of integrated accounting systems and business processes preferred
Familiarity of web-based financial systems preferred
Ability to read and configure financial information
Must be able to communicate verbally and in writing to internal and external customers/vendors
Must have a valid drivers license and be able to travel throughout Virginia as well as occasional out-of-state trips

Essential Physical Requirements:
Sits for long periods of time
Must be able to move freely between facilities
Light physical work may be required
Must be able to operate and manipulate a keyboard
May lift up to up to 10 pounds on an occasional basis
