Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth strengthening both families and communities within the Commonwealth.

DJJ is currently seeking a Total Rewards Supervisor. The Total Rewards Supervisor provides strategic and operational leadership to a multifunctional administrative team in a public sector HR environment overseeing employee benefits disability programs time and attendance personnel transactions compensation backup and workforce compliance. This role requires strong auditing expertise and a deep understanding of the integration between human resources payroll and benefits systemsparticularly Cardinal (HR/Payroll) HRIS and third-party platforms. The supervisor ensures compliance with federal and state employment laws (such as FMLA ADA COBRA HIPAA and FLSA) and internal policies manages and audits electronic timekeeping and leave tracking and analyzes HR data to support accurate reporting and issue resolution. With strong strategic thinking and project management skills the incumbent leads and coaches HR staff communicates complex information clearly and maintains strict confidentiality while managing multiple priorities in a fast-paced deadline-driven public sector setting.

Minimum Qualifications

  • In-depth knowledge of federal and state employment including but not limited to FMLA ADA PWFA COBRA HIPAA FLSA and Workers Compensation with the ability to interpret and apply these regulations within a public sector HR environment.
  • Comprehensive understanding of internal HR policies benefit programs Cardinal (HR/Payroll) and payroll practices ensuring alignment with agency and the Department of Human Resources Management (DHRM) compliance requirements.
  • Proven expertise in managing auditing and overseeing electronic timekeeping and leave tracking including knowledge of attendance policies accruals and leave balance procedures.
  • Strong strategic thinking and implementation skills to lead and optimize Total Rewards programs and operational processes.
  • Experience working with HRIS systems and Excel-based reporting tools including the development and management of HR metrics and dashboards to support quarterly annual and audit reporting requirements.
  • Ability to analyze interpret and proactively resolve discrepancies related to payroll benefits and timekeeping records with a high degree of accuracy.
  • Demonstrated skill in managing multiple priorities and projects simultaneously especially during critical benefit cycles and reporting periods meeting firm deadlines in a fast-paced deadline-driven environment.
  • Effective communication skills including the ability to explain complex payroll and benefit information clearly to diverse audiences and prepare comprehensive written reports and policy documentation.
  • Demonstrated commitment to handling sensitive employee and organizational data with discretion.
  • Strong commitment to confidentiality and discretion in handling sensitive employee and organizational information.
  • Demonstrated ability to coach train and support HR staff responsible for benefits administration time and attendance and payroll functions fostering a collaborative and knowledgeable team environment.
  • Thorough understanding of compliance requirements related to complex employment and benefit policies and procedures.
  • Comfortable working autonomously while actively contributing to team goals managing competing demands efficiently in a high-volume public sector HR setting.

Additional Considerations

  • Experience working in a public sector HR environment is highly preferred.
  • Experience oversees administrative work and implementing tools and functional resources necessary to inform good decision making.
  • Leadership experience reflecting a teamwork mentality.
  • Liaison experience with management and employees on leave related issues such as disability plans accommodations and parental leave requests.
  • Experience managing and reconciling large data sets (3000) from multiple sources utilizing intermediate Excel skills such as sorting filtering pivot tables vlookup/xlookup adding/subtracting cells and formulas (ex. SUBSTITUTE / CONCAT / IF statements).
  • Demonstrate proficiency through an Excel assessment.
  • Experience diagnosing problems gathering pertinent information and identifying alternative solutions following up with employees and leadership as needed to resolve issues.
  • Experience working with internal and external auditors to produce reports and materials needed for requests on a regular basis.
  • Verifying and ensuring accuracy and validity of moderately complex benefits transactions.
  • Experience examining HRIS system records to assure adherence to standards and regulations.
  • Support of organizational goals and initiatives related to automation and process improvements.
  • Demonstrated skills writing and developing plans policies and procedures.
  • Experience scheduling meetings and tracking progress of priorities.
