Job Description:
The Facility Department ensures that the school environment is safe well-maintained and
conducive to student learning. The Director of Facilities & Maintenance supports the academic mission of the school district by being responsible for the day-to-day operation of the Facilities Department in accordance with all local state and federal laws including but not limited to planning organizing and managing all custodial and grounds maintenance in order to ensure cleanliness safety and security for all students staff and visitors. The Director develops implements and administers systems policies and procedures to effectively manage corrective and preventive maintenance programs such that full educational use of facilities can be made at all times. The Director oversees all maintenance and repair work to school buildings and grounds. The manager will be required to work outside of regular hours on an emergency basis. The Director performs other tasks as assigned.
Additional responsibilities include:
- Supervision and evaluation of all custodial staff craftsmen food service delivery staff central supply staff the facilities manager and the maintenance & operations manager.
- Understanding of school committee policies related to facilities and development and implementation of procedures and systems that comply with those policies.
- Participate in planning scheduling assigning and follow-up on all major and minor facilities projects in coordination with district staff vendors/contractors and the Finance Department.
- Complies with all state and federal reporting as related to school facilities
The candidate must be able to multitask and handle several projects at any given time in collaboration with various departments. The office and field functions operate in a fast-paced dynamic environment.
Day-to-day Operations
- Supervises and directs Custodians and all outside facility contractors
- Works with building principals to develop work assignments and building maintenance needs.
- Plans assigns schedules and oversees all maintenance and repair work maintaining a high standard of safety cleanliness and efficiency and
- Responds to emergencies and outages on a timely basis
- Develop implement and manage preventive maintenance programs for all facilities and equipment.
- Operate energy management and security systems including keys access cards and related items.
- Perform regular inspections of buildings grounds work areas and equipment.
- Coordinate the use of facilities with school staff and external requestors.
- Manage a waste management and recycling program for the district.
- Coordinate and assist with snow removal and all related activities.
- Procure supplies services and materials in accordance with district policies and procedures as well as state regulations including receipt storage inventorying and issuance of all supplies and equipment.
- Coordinate the moving of equipment supplies furniture and other items as needed.
- Manage integrated pest management programs for all facilities.
- Manage asbestos monitoring programs and maintain legal compliance.
- Assist in the preparation and management of the districts capital plan.
- Investigate work accidents and prepare required reports.
- Serve as liaison with all vendors and contractors.
- Conduct and/or facilitate safety and other training for all facilities department staff.
- Assist with the recruitment hiring and training of all new facility employees.
- Develop and manage an annual budget for the Facilities Department.
- Maintain clear and effective communications with building and district administrators teachers and other staff. This may require attendance at School Committee meetings including any of its subcommittees; attendance at the Superintendents Leadership Team meetings; and meetings with teachers or other staff.
- Other duties as assigned by the Director of Finance & Operations and/or Superintendent.
Candidate Requirements:
Experience skills traits and beliefs:
- An associates degree preferred from an accredited institution or trade school with emphasis in construction management civil engineering facilities management energy management architecture project management or related field.
- Demonstrated knowledge of heating ventilation air conditioning (HVAC) electrical plumbing and other mechanical equipment tools and supplies.
- Minimum of five years relevant experience preferably in a public school district.
- Demonstrated knowledge and experience with federal state and local laws and regulations.
- Excellent interpersonal communication and customer service skills.
- Possession of Massachusetts Certified Public Procurement Officer (MCPPO) certification or ability to acquire within one year of appointment.
- Possession of a Massachusetts Construction Supervisor license or other industry-related certification or willingness to acquire such a license.
