Job Description

As the largest water and wastewater utility in the nation DEPs nearly 6000 employees provide critical services to 8.5 million residents of New York City and more than one million residents in upstate New York. DEP is also responsible for improving quality of life in New York City by reducing air noise and hazardous materials pollution.

New York Citys water and wastewater system is funded through the collection of water and sewer charges which are established and revised as needed by the independent Water Board. Each year DEP collects on behalf of the Board nearly $4.0 billion in revenue from 836000 ratepayers. These funds support DEPs operations and debt service. The debt service supports DEPs robust capital program to ensure the long term reliability of the system. Over the next ten years DEP plans to spend $31 billion across the system to upgrade wastewater treatment plants; reservoirs dams and other upstate assets; and in-City water mains and sewers including green infrastructure. DEP also introduced a new Bureau of Coastal Resilience to plan and implement infrastructure that protects the City from the impacts of climate change and storm surge. The Budget Office plays a central role in ensuring adequate funds are available to meet our broad and critical mandate.

The DEP Budget Office manages the agencys capital expense grant and miscellaneous revenue budgets; prepares budget and financial analyses and reports; and coordinates the Agencys budget and financial matters with the Mayors Office of Management and Budget (OMB) and other oversight agencies.

The NYC Department of Environmental Protection (DEP) is seeking a dynamic finance professional to serve as Assistant Commissioner of Budget. Reporting to the Deputy Commissioner Budget with broad latitude for the exercise of independent judgement and decision making the Assistant Commissioner of Budget will:

- Supervise teams responsible for the agencys expense capital and revenue budgets. Leading and building robust teams to ensure sound budget management strong data analytics and informed budget forecasting.
- Manage the development and administration of the annual expense capital and revenue budgets in close consultation with the Deputy Commissioner Budget agency bureau heads and senior leadership.
- Formulate Key Performance Indicators (KPIs) and performance metrics for the team regularly report on performance and look for continuous improvement opportunities.
- Ensure that all documents and exercises required by oversight agencies are submitted in a timely and accurate manner.
- Establish and maintain budgetary accounting and fiscal systems necessary to set priorities and report on mission critical programs;
- Sustain collaborative relationships with DEPs operating and programmatic bureaus partner agencies such as New York City Department of Transportation Department of Design and Construction Department of City Planning along with oversight agencies such as Mayors Office of Management and Budget (OMB) NYC Comptroller NYC Law Department Mayors Office of Contract Services (MOCS) City Council Finance etc.
- Work with staff and internal stakeholders on the development and preparation of City Council hearing testimonies and briefing materials.
- Provide all required data analysis is prepared for the water systems operations and maintenance (O&M) costs for the NYC Water Board and rate consultants. Facilitate needed analysis for the annual O&M close.
- Develop and lead initiatives to re-engineer existing business processes to improve operation efficiency and effectiveness and establish a strong set of internal controls for monitoring and assessing potential risks and savings.
- Perform or direct complex and varied analyses for the Deputy Commissioner Chief Financial Officer and other senior staff as needed.
- Evaluate management and analytical reports and presents findings and recommendations; prepare financial proposals for as required; and manages special high-level projects and initiatives as necessary.
- Maintain ongoing development of Standard Operating Procedures for all core PS OTPS capital budget revenue and grants processes.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of experience of a nature to qualify for the duties of the position at least 18 months of which must have been in an administrative managerial consultative or executive capacity or supervising personnel performing activities related to the duties of the position; or

2. A combination of education and/or experience equivalent to 1 above. However all candidates must have the 18 months of administrative managerial executive consultative or supervisory experience described in 1 above.
