JOB TITLE: Aviation Officer (Contracts)

UNIT/DIVISION: Aviation Service (SCDA) / Supply Chain & Delivery
DUTY STATION: Rome HQ
DURATION: 28.07.2025 27.12.2025 BIS

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
1.1 In the performance of his/her function the Aviation Officer:
a. Contribute to daily planning and coordination of global aviation initiatives or day-to-day aviation operations to ensure that operations and objectives are achieved safely at optimum value and in full.
b. Reports directly to the Head Air Transport Unit (ATU) as 1st level Supervisor and to the Chief of Aviation Service at 2nd level.
1.2 With the guidance of the Head ATU:
a. Initiate Requests for Offers for air transport services in accordance with provisions of ATM.
b. Review offers and prepare proposals to the Air Transport Contract Committee.
c. Monitors evaluates assigned air transport contracts.
d. Maintains contractor performance reports.
e. Administer ATU contracting and operational systems as required.

ACCOUNTABILITIES/RESPONSIBILITIES:
2.1 In respect to his/her service management responsibilities the Aviation Officer
a. Contribute to the planning and coordination or activities relating to the safe execution of aviation operations in accordance with WFP and UN AVSTADS (Aviation Standards).
b. Support or manage aviation projects or operational activities applying standard processes including the appropriate operational risk management processes to contribute to effective humanitarian air transportation.
c. Provide technical advice to country office to ensure safe aviation operations are incorporated into local program planning and transport arrangements.
d. Collect and analyze a wide range of data from diverse sources through research and networking with colleagues to formulate and recommend actions to senior staff to improve performance of aviation activities and operations.
e. Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies.
f. Support regular financial analysis and budget reviews drawing out insights and recommending actions to senior staff to optimize use of available funds.

g. Guide and supervise a limited number of junior staff acting as a point of referral and supporting them with more complex analysis and queries.
h. Collate data and contribute to preparation of accurate and timely reporting supporting a WFP wide view of aviation activities that enables informed decision making and detailed reporting to donor representatives.
i. Identify and build productive relationships with WFP colleagues and staff within the unit or area of assignment to align activities and enable a coordinated and coherent approach to humanitarian air transportation.
j. Follow emergency aviation preparedness practices to ensure WFP can swiftly provide passenger services relief supplies and emergency medical and security evacuations at the onset of a crisis.
k. Act as ECHO / EU-HAF focal point in HQ and contract coordinator.
l. Act in an assigned emergency response capacity as required to meet the required provision of service to the humanitarian community as needed.

DELIVERABLES AT THE END OF THE CONTRACT:
a. Launch and Prepare evaluation of LTA and ADHOC Request for Offers.
b. Reviews offers technical & financial and prepare information for evaluation by the Air Transport Contract Committee; and prepares necessary documentation for the decision Memorandum.
c. Launch RFO and Reviews offers technical & financial for Ad-Hoc charter requests.
d. Provide Aviation Field Offices with support for Long Term agreements.
e. Prepare routine report on aviation contracts.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:

a. Education: Advanced University degree in Aeronautics Aviation Engineering Airport Management or other relevant field or First University degree with additional years of relevant work experience and/or training/courses. Holds or has held a Commercial Pilot License Air Traffic Control License or Flight Operations Officer License (or equivalent) Aeronautical Engineer or Maintenance Engineer License.

Desired Experience:
a. Has had a minimum of 5 years of experience in the Aviation Industry.
b. Experience communicating and coordinating with UN agencies/ large international conglomerates.
c. Experience working with aviation services needed in support of WFPs Operations and its related market intelligence.
d. Experience working with vendors.
e. Has experience with budgeting pipelines and related issues in WFP Corporate Systems.

Knowledge & Skills

a. Proficiency in using Microsoft Office programmes and other related tools including data bases word processing graphical spread sheet and other software packages;
b. Knowledge in humanitarian aviation activities and/or WFP field operations is desirable.


Languages: Fluent in English Language (Level C) and a second UN language as per WFP requirements.
