The County of Santa Barbaras Behavioral Wellness Department is accepting applications to fill one (1) full-time position for an Adult Clinical Outpatient Operations Manager. The County classification title is a Health Service Manager II and will be at-will and exempt from Civil Service protections. This position will have countywide responsibility and will require regular travel between regions.
THE POSITIONThe Adult Clinical Outpatient Operations Manager is responsible for assuring the provision of mental health services as required by the State of California for all Medi-Cal beneficiaries which includes adults and older adults with serious mental illness. The Behavioral Wellness Department is responsible for implementing and overseeing services funded by the Mental Health Services Act (MHSA). All services are delivered through both department-operated and community-based organizations (CBOs).

SUPERVISION RECEIVED AND EXERCISED
Reports to an executive or Level III manager. Provides direct supervision to five or more team supervisors. Exercises direct and indirect supervision over assigned professional technical and administrative staff.
The Adult Clinical Outpatient OperationsManager will oversee services for a caseload of approximately 1000 clients. Services may include:
1. Specialty Mental Health Services at the Adult Clinics including individual family and group therapy assessment rehabilitation services plan development case management and peer support
2. Crisis Triage and Response
3. Collaboration with community-based organizations in transitioning cases connecting to additional resources and coordinating care for clientsABOUT THE DEPARTMENT:Founded in 1962 it is the mission of the Department of Behavioral Wellness to promote the prevention of and recovery from mental illness and addiction among individuals families and communities by providing effective leadership and delivering state-of-the-art culturally competent services. The Department provides treatment rehabilitation and support services to 10000 clients with mental illness and substance use disorders annually through its professional staff of over 400 in addition to its many contracted Community-Based Organization (CBO) providers.
Examples of Duties
Consistent with Behavioral Wellness vision of an integrated continuum of care theAdult Clinical Outpatient OperationsManager will:
- Manage the continuum of mental health services. Plan coordinate and evaluate health services programs and/or projects in areas including but not limited to public health mental health and recovery correctional health and medical health programs and projects.
- Consult with and provide support to contracted providers when coordinating clinical responsible for assuring a comprehensive system of emergency services and crisis stabilization intake referral treatment planning service delivery and oversee the Adult Clinic facilities. Provide oversight of admission discharge and other key provider service delivery activities including ensuring streamlined transitions between levels of care.
- Serve as a member of the management team by planning organizing coordinating and directing activities in areas such as public health mental health and recovery correctional health and/or medical health programs.
- Work closely and collaboratively with Behavioral Wellness staff responsible for programmatic contractual quality assurance human resources and fiscal management within the department.
- Direct coordinate and participate in the development and implementation of program goals objectives policies procedures and priorities that balance both mandated services and community needs. This includes consistently monitoring direct client care service hours and utilizing accountability tools to ensure charts are complete. Effectively engage in utilization management to ensure clients are receiving services they are entitled to at the appropriate level of care.
- Establish annual goals and priorities influence the direction for new or revised services programs processes standards or operational plans based upon the Countys longer-term strategies.
- Serve as a subject matter expert and use technical and analytical expertise to make recommendations to higher-level staff on resource allocations procedure updates performance goals and best practices.
- Negotiate develop and manage contracts; and monitor and evaluate for compliance with contractual obligations.
- Troubleshoot and resolve program or work unit issues and keeps higher-level management informed of issues/resolution.
- Supervise management professional paraprofessional and support staff; and is responsible for conducting performance evaluations employee development hiring discipline and termination procedures.
- Work collaboratively with the Community and CBOs to ensure continuity of care. Participate in CTS to ensure clients are moving through levels of care with ease. Coordinate work with the general public County staff and external agencies; may represent the County on various professional committees; and may prepare and make presentations to the public elected officials boards and other stakeholders.
- Coordinate staffing coverage including ensuring supervisory duties are managed adequately when team supervisors are out of the office.
Employment Standards
Education and Experience
The knowledge skills and abilities listed below may be acquired through various types of training education and experience. A typical way to acquire the required knowledge and abilities would be:- Equivalent of a bachelors degree from an accredited four-year college or university in public health administration public administration behavioral/mental health or related field AND;
- Five (5) years of progressively responsible experience in managing mental health services including at least two (2) years as a supervisor or manager AND;
- A valid California license in anyof the following:
- Clinical Social Worker (LCSW)
- Licensed Professional Clinical Counselor (LPCC)
- Marriage and Family Therapist (LMFT)
- Clinical Psychologist
Note on Out-of-State Licensure: Applicants must possess valid California licensure in their profession at the time of application.
Drivers License:A valid California Drivers License Class C or higher may be required by the date of appointment. Independent travel throughout the County is required. Possession and maintenance of a valid California drivers license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.

ADDITIONAL INFORMATION
May be required to work a varied schedule of hours which may include evenings weekends and holidays.
