Position: Director of Finance & OperationsJob Goals: The Director of Finance & Operations is responsible for the development implementation and supervision of the budget process intergovernmental operation and the operations of the business office in conformance with policies established by the School Committee and with the ultimate purpose of providing support to the educational program to the maximum extent possible. Essential Duties & Responsibilities:Directs all aspects of the School Departments fiscal operations including: budget development and management accounting systems and practice fiscal analysis and financial reporting (local state and federal).Supervise the operation of transportation through appropriate support the operation of the Food Services Department through appropriate support the Superintendent in areas of responsibility and initiates and leads program proposals and activities to increase services and/or increase the efficiency of the school and administer the School Budget in accordance with the process and calendar established by the Superintendent and School the budget to the staff School Committee public and appropriate Town Agencies along with required background and supporting data to include but not be limited to statistical and comparative analysis of programs from year to year and school to school long range forecasts of revenues and expenditures monthly financial reports for all program administrators and the School Committee and highlight any permanent variances in revenues or and control the annual expenditures within the guidelines of the resources to meet senior staff educational needs in consultation with the Superintendent in conformance with policies established by the School of the business and payroll offices in the processing of invoices warrants and payroll. Develop supervise and evaluate operations for the entire procurement cycle from initial requisition to the delivery of goods and services in such a way as to relieve paperwork and the time involvement of professional educators as well as support and direct workshops for both administrators and staff in budget planning preparation and administration in order to ensure the greatest benefit to students from the available the development of long-range improvements to existing schools as well as the planning of renovations and/or new construction as needed to support the educational programs by developing fiscal projections and tax impact statements for proposed capital improvements and when required the planning of such projects by local planning committees through the Towns Capital Improvement Plan as the fiscal agent for all federal state and private grants associated with the operation of the and approve all budgets within grant proposals prior to submission to outside funding contracts with federal state and private agencies once the projects have been approved in concept and develop as needed sub-contracts with other agencies that will in turn perform under the donations of the particular and approve all budgets financial transactions and personnel appointments for all grants to ascertain compliance with the terms of the grants. Be responsible for maintaining financial records for all grants to comply with the various audit requirements of private and public intergovernmental support services for the schools working closely with Town of Randolph Managers for Building Public Works Health Planning Engineering and others as all matters be responsible for insuring compliance by all school department personnel with the legal requirements of public and manage all legal contracts for the School Department in consultation with School the Director of Human Resources and the School Committee during negotiations with all employee maintain and submit where appropriate up-to-date state federal and Town financial reports on all aspects of the School Departments operations which shall be available as requested by the Superintendent or School as a liaison to other state municipal and federal agencies in all matters associated with administration and responsibilities assigned by the School Committee and/or Superintendent of : Finance Manager Executive Assistant to the Director of Finance Business Office Staff Transportation Coordinator Food Services CoordinatorReports to: Superintendent of SchoolsEvaluation: Annually by the Superintendent of Schools in of Employment: Per Individual Contract Agreement
