Job Responsibilities

Benefits Manager I
The Department of Administrations (Admin) Human Resources Office is seeking a Benefits Manager I to join the team! In this role you will oversee and supervise the administration of the benefits and retirement programs provided by the Public Employee Benefit Authority (PEBA) deferred compensation employee wellness and recognition programs South Carolina Enterprise Information Systems (SCEIS) system updates and certain payroll coordination activities.

Responsibilities of the Benefits Manger I:
  • Manage the benefits administration function for Admin. Ensure employee benefit enrollments and changes are processed in accordance with PEBA Deferred Compensation requirements and agency procedures.
  • Provide proper documents to employees assist in their completion and follow up with PEBA SCEIS and the Comptroller Generals Office (CG) office regarding employee elections in order to ensure timely and accurate processing. Ensures COBRA notices are issued to ensure compliance.
  • Conduct monthly reconciliation for state insurance plans by reviewing employee insurance contributions researching and resolving discrepancies and notifying affected employees in a timely manner. Communicate with employees regarding changes in deductions and coordinate with the CGs SCEIS and PEBA offices as necessary regarding the changes.
  • Manage the extended leave programs for workers compensation military leave and LWOP. Review internal reports notify appropriate parties procure documentation key leave into SCEIS and appropriately coordinate with internal and external offices/areas all in an accurate and timely manner.
  • Administer the workers compensation process for Admin. Monitor claims and maintain associated files. Complete and provide required forms and data to appropriate parties to ensure accurate claims processing. Advises Assistant HR Director and HR Director of any issues prior to final authorization of settlement.
  • Manage and coordinate employee wellness programs health fairs flu shots and other similar events. Oversee benefits portion of internal trainings and new hire orientations as appropriate.
  • Backup for and possibly assist Shared Services benefit retirement workers compensation wellness programs and other related duties.

Minimum and Additional Requirements

  • A bachelors degree and four (4) years of experience in human resources management programs.
Additional Requirements:
  • Knowledge of relevant benefit laws policies procedures and plans.
  • Ability to manage resources and exercise professional decision-making skills.
  • Ability to establish and maintain effective working relationships with co-workers employers employees and retirees.
  • Ability to communicate effectively.

Preferred Qualifications

Preferred specific experience in benefit programs offered to state employees including insurance and retirement FMLA workers
compensation and deferred compensation.
