Under direction serves as the Special Appropriations Downstate Program Specialist for the Bureau of Positive Youth Development. Organizes plans executes controls and evaluates provider program budgets. Communicates and works closely with providers regarding awards responds to questions and addresses financial issues with providers regarding the grant award. Reviews provider periodic performance reports. Notifies the Office of Fiscal Services staff about approved budgets and any advance payment authorizations to ensure the payment amount is awarded to each institution. Monitors stop-payment list to determine if any providers appear on the list. Recommends and implements policy and procedures to immediate supervisor as it relates to the program budget. Participates in training technical assistance and support meetings for providers located throughout the state. Travels in the performance of duties.
Serves as Special Appropriations Downstate Program Specialist.

Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Requires knowledge skill and mental development equivalent to completion of four (4) years of college preferably with coursework in business or public administration.
Requires one (1) year of responsible administrative experience in a public or business organization or completion of an agency approved professional management training program.
One (1) year of professional experience reviewing and developing program budget recommendations for a public or private organization.
One (1) year of professional experience monitoring and authorizing provider program payment eligibility.
Two (2) years of professional experience communicating and working with providers regarding grant awards including addressing questions and financial issues.
Two (2) years of professional experience providing guidance on program budgeting expenditures and reporting requirements.
Two (2) years of professional experience auditing program data reports and reconciling data discrepancies.
One (1) year of professional experience coordinating training technical assistance and support meetings for a public or private organization.
Requires ability to travel in the performance of duties with overnight stays as appropriate.
Requires basic proficiency in the use of Microsoft Word and Excel for report writing and data tracking.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
