ABOUT THE ROLE

This position is responsible for leading the implementation of a long-term service plan for Community and Health Services and leading broad based service planning projects. This role assesses current and future demands for CHS services and programs and designs a place-based analytical approach to support local planning requirements set by the Province; and oversees the planning and implementation of community hubs in York Region involving research analysis and demographic studies required to develop service proposals.

WHAT YOULL BE DOING

Collaborates/works with stakeholders and follows the corporate strategic leadership planning and direction related to this function and ensures an inclusive approach during the course of the projects.
Leads and/or supports branch strategic projects using project management approach.
Progresses the CHS place-based model framework to explore opportunities throughout CHS to identify efficiencies using an evidence-based approach to locate services and support local planning.
Brokers and partners with Regional Departments government agencies local municipalities service agencies and community stakeholders to establish community hubs and locate Regional services in the community.
Recommends and implements viable solutions and strategies to achieve Departmental objectives and improved service delivery and identifies opportunities to partner with CHS team for a fulsome service planning approach.
Interprets related legislation and analyzes and assesses the impacts of Federal Provincial and Corporate policies advises on the impact of the Departments service delivery.
Provides guidance on the development evaluation and management of planning policy program planning and service delivery proposals.
Models and validates the creation of new site selection models including assessing analyzing and interpreting CHS data collected by the Region and other agencies to determine current and future demands for CHS services and programs.
Recommends hiring of outside consultants; prepares terms of reference; monitors expenditures and provides oversight of project and consultants.
Leads the development and management of contracts and service agreements with local municipalities and community-based agencies.
Leads the research and analysis on pertinent issues and trends for management to make informed program and policy decisions.
Develops monitors and evaluates program delivery to meet goals and objectives of the Branch and the Department while ensuring that standards are met and follow governing legislation.
Provides direction in the development and implementation of program plans and policies and procedures ensuring consistency and alignment of all plans with broader corporate plans standards and business goals.

WHAT WERE LOOKING FOR

Successful completion of a University Degree in Public Administration Urban Planning Geography Geographic Information Systems or related field or approved equivalent combination of education and experience.
Minimum five (5) years experience in a project management strategic planning policy development and/or location analytics/GIS applications and minimum two (2) year of direct supervisory experience.
Demonstrated knowledge of relevant program development applicable legislation and industry standards and current practices.
Knowledge of and demonstrated ability in strategic planning methodologies change management design process and implementation strategies to optimize both quality and cost-effectiveness of services.
Demonstrated knowledge of relevant Standards Acts and Regulations.
Demonstrated ability in the Regions leadership and core competencies.
Demonstrated report writing analytical and project management skills to meet program objectives and work to tight deadlines.
Demonstrated ability to plan coordinate implement and evaluate programs and services in assigned program area and to develop and implement change management plans.
Staff supervisory skills including knowledge of collective agreement administration and interpretation labour relations principles and practices and relevant employment legislation.
Excellent interpersonal skills and ability to connect with a range of internal and external stakeholders while focusing on fostering collaborative work relationships.
