Title:
Liaison Officer
KBR is seeking a Liaison Officer (LNO) for the Integrated Fires Directorate (IF-D) Program Executive Office Missiles and Space (PEO M&S)with duty within the Theater Fires Element (TFE) US Army Pacific (USARPAC) the based on Fort Shafter Hawaii. The US Army Pacific (USARPAC) Theater Fires Element (TFE) and Multi-Domain Task Force (MDTF) mission is to field and sustain versatile air and ground launched weapon systems delivering superior combat lethality to the Warfighters and our Allies & Partners alongside the U.S. Army Joint and Coalition Warfighters that provide a Decisive Advantage in Multi-Domain Operations.
While duty is physically located within the USARPAC TFE the LNOs primary responsibility remains to the IF-D and the whole of PEO-MS.
Duties include but are not limited to:
- Point of entry for all requirements coming into PEO-MS and applies a system-of-systems acquisition approach across the portfolio to meet Warfighter needs and obtain the desired capabilities.
- Provide information to various offices organizations and installations within INDOPACOM geographic Area of Responsibility (AOR). Coordinate with the PEO-MS Program Office (PO) other INDOPACOM organizations and units and multiple country organizations on specific information technology demonstration requests transportation recommendations integration relocation and employment of Multi-Domain Task Force (MDTF) systems of record and test systems.
- Collaboration across the portfolio and with the Army Futures Command and the AFC Cross Functional Teams (CFT) as well as with the Rapid Capabilities and Critical Technologies Office (RCCTO) the Army Centers of Excellence other Services academia and the defense industry to find and integrate solutions that meet Warfighter demands.
- Assist with mission analysis and task analyses to identify potential applicability for integration of MDTF systems and sub-systems programs and products into applicable Operational Plans (OPLANS) and Concept Plans (CONPLANS) both INDOPACOM the Army Service Component Command USARPAC and other Joint/Coalition commands as directed in applicable Command Relationships (COMREL).
- Execute staff actions to support PEO M&S and USARPAC with respect to PEO M&S activities both in classified and unclassified means as applicable.
- Attendance at regional exercise meetings events and symposiums at which any PEO M&S capabilities are anticipated to be an area of interest
- Coordinate with science and technology officers and program experts to stimulate concept of employment development and identify desired capability needs.
- Provide routine (at least monthly) written updates to IF-D on LNO activities.
- Prepare and present classified briefings to PEO M&S leadership and stakeholders.
- As needed work off-cycle duty hours in order to attend critical Secure VTCs and briefings with key stakeholders and PEO M&S to mitigate time zone differences.
- Prepare additional written products (reports information papers and executive summaries) to shape and execute PEO MS priorities and positions.
- Conduct Theater and international travel as required up to 25%
- Comply with all USARPAC and applicable US Army policies and instructions attend all required training for permanent party personnel and notify IF-D PEO M&S leadership of any change in status.
Qualifications:
Required:
- Education: Bachelors required; Masters Degree preferred
- Must have Valid Passport; must be prepared to travel up to 25% to multiple countries within the INDOPACOM AOR.
- Required Clearance - Top Secret with SCI eligibility
Desired:
- Highly desired past Army uniformed experience as a field grade officer with specialty: Field Artillery (13A) Air Defense (14A) or Space (FA40).
- Preferred technical knowledge of various technology types covered within the PEO Missiles & Space portfolio.
- Preferred Joint Experience; Army additional Skill identifier of 3A or 3L
- Preferred 5 years recent experience (Uniformed or Civilian) within US Army Pacific with an understanding of USARPAC TFE organizational structure culture personnel and Staff processes.
- Preferred operational experience employing Army equipment programs of record and test systems
- Preferred experience with providing technical expertise to Senior Leaders and working in a multi-organization team to accomplish a common goal.
Basic Compensation:
The offered rate will be based on the selected candidates knowledge skills abilities and/or experience and in consideration of internal parity.
Additional Compensation:
