Job Description

Position Summary

Job Opening
There is a current opening for Working Foreperson on the day shift at MSP. This position is only open to current employees of the Metropolitan Airports Commission.

Position Summary
Working Forepersons serve the public promote safety maintain airport aesthetics and appearance and help keep the airport operationally safe and managed in a cost-effective manner.

Working Forepersons are responsible for overseeing and working with field maintenance employees as assigned by the Field Maintenance Managers or Duty Managers in the performance of airport field maintenance functions in all areas of the airport and all phases of work involved. Working Forepersons are additionally responsible for the safety of personnel and equipment in the performance of all duties assist in inspections of airside runway taxiway ramp areas landside lots roads walks snow melters and public areas.

Additional responsibilities include but are not limited to snow removal operations asphalt and concrete surface repairs grounds keeping general airport cleaning utility repairs fencing signage environmental duties and inventory.

Hourly Rate:$28.392 - $42.258 (rates effective the first full pay period closest to 07/01/25)

Pay Differentials/Incentives

  • $0.60/hour - Class A CDL -OR- $.40/hour - Forklift Certification
  • 1.25/hour - 2nd Shift
  • $2.00/hour - 3rd Shift

Position Description

Snow and Ice Removal

  • Oversee and work with assigned field maintenance employees in designated areas of snow and ice removal and snow hauling operations.
  • Direct and perform snow and ice removal using specialized snow removal equipment; i.e. runway snow blowers runway plows and brooms ramp push plows tractors sanders liquid chemical dispensing vehicles and snow hauling vehicles generally but not limited to in a lead vehicle or plow.
  • Perform snow and ice removal on the air operations area parking lots and decks streets roadways sidewalks walkways and handicap ramps.
  • Communicate with the Field Maintenance management team Airside Operations airlines airport tenants contractors and Field Maintenance employees in coordination of snow removal operations.
  • Coordinate snow melter operations preventative maintenance and repairs.
  • Monitor report and eliminate unsafe conditions and promote the use of safety equipment.
  • Maintain the knowledge and ability to operate all types of equipment in snow removal operations.
  • Oversee train monitor and inspect contractors work and equipment in snow removal functions in parking areas including equipment inspection call-outs and record keeping of daily work.
  • Monitor and report inventories of sand salt and deicing chemicals.
  • Mark flag stake or otherwise highlight troubled areas such as hydrants curbs drains vents or electric vaults.
Grounds Keeping
  • Oversee and work with assigned field maintenance employees in designated areas using a variety of turf maintenance equipment.
  • Maintain the knowledge and ability to operate all types of turf maintenance tools and equipment.
  • Conduct pest control as directed.
  • Apply herbicides fertilizers and water trees grass shrubs flowers etc.
  • Maintain airside/landside turf areas by seeding sodding grading soil filling etc.
  • Conduct tree and shrub planting and trimming.
  • Monitor and maintain clear zones along airport perimeter security fences.
  • Flag stake reflector or otherwise mark drains culverts electrical vaults etc. to facilitate night-time cutting.
  • Identify and report areas in need of work.
  • Maintain clean and aesthetically pleasing areas for the traveling public and tenants.
  • Monitor and report inventories of materials equipment and supplies used in grounds keeping.
Asphalt and Concrete Maintenance
  • Oversee and work with assigned field maintenance employees in performing asphalt and concrete repairs and preventive maintenance to runways taxiways ramps streets roadways parking facilities and sidewalks.
  • Place concrete or asphalt for repair or replacement of catch basins drains sign bases etc.
  • Provide traffic control at work sites and ensure that proper safety equipment is used on job and task.
  • Perform brick and block work as needed.
  • Operate all equipment required for joint sealing operations including heating unit applicators concrete saws asphalt saws sealant removal equipment etc. on air and ground side areas.
  • Identify and report areas in need of repairs.
  • Monitor inspect and train assigned field maintenance employees on procedures equipment operation and final cleanup in work areas.
  • Monitor and report inventories of materials equipment and supplies used in asphalt and concrete maintenance.
Fencing Gates Signage Construction and Maintenance
  • Oversee and work with assigned field maintenance employees in designated areas.
  • Rebuild repair and install chain link fencing and gate sections manual and electric.
  • Install and repair signage posts supports bases etc.
  • Instruct workers in operation of fencing equipment sign truck equipment and related equipment.
  • Monitor and report inventories of materials equipment and supplies used in fencing gates and signage construction and maintenance.
General Airport Cleaning
  • Oversee and work with assigned field maintenance employees in designated areas including ramps parking decks roads parking lots runways taxiways etc.
  • Instruct assigned field maintenance employees in the operation of small power sweepers large sweepers back pack blowers power washers vacuums and other equipment used in cleaning airside and landside areas including safety equipment.
  • Collect refuse from waste receptacles and transfer to dumpsters.
  • Maintain airside and landside areas free from hazards.
  • Inspect areas and remove FOD (debris) from air operation areas.
  • Monitor and report inventories of materials equipment and supplies used in general airport cleaning.
Environmental Duties
  • Oversee and work with assigned field maintenance employees in clean-up operations involving fuel or contaminant spills.
  • Perform storm sewer systems inspections and check operation of storm water control equipment.
  • Install repair replace and remove absorbent booms and materials.
  • Inspect and clean pollution containment dam of sand gravel debris spillage etc.
  • Monitor and report inventories of materials equipment and supplies used to perform environmental duties.
  • Monitor and report status of impacted material dumpster.
  • Work with MACs safety and environmental personnel to ensure all legal guidelines are followed.
General Assistance
  • Assist other departments in their work.
  • Document daily work tasks in departmental software.
  • Assist in equipment maintenance and care of shop maintenance cleanup and reorganization.
  • Set up work take down clean up and supervise special events and shows.
  • Monitor and report inventories of safety materials equipment and supplies.
  • Attend meetings and training sessions as directed.
  • Maintain communication channels upward and downward in the organization.
  • Assist in numerous other areas as directed by the Director Assistant Director of Maintenance Field Maintenance Managers and Duty Managers.

Position Requirements

MINIMUM REQUIREMENTS

  • Knowledge of airport airside and landside areas airport operations maintenance operations and all maintenance equipment.
  • Two years of experience as an Airport Maintenance Worker.
  • Possession of a valid state issued Class B -OR- Class A commercial drivers license with airbrake endorsement.
  • Satisfactory driving record (see definition under Other Information)
  • Ability to communicate clearly and effectively.
  • Ability to lift carry and position up to 50 pounds.
  • Ability to pass a criminal history and employment background check.
  • Ability to pass a physical examination.
  • Ability to perform physical labor for extended periods including shoveling carrying etc.
  • Ability to work outdoors under severe and varying weather conditions for extended periods of time.
  • Has not received a disciplinary suspension within the previous year.
  • Proficient in using email performing data entry navigating web browsers and using word processing software including Microsoft Word Excel and Outlook.
  • Valid MSP AOA drivers license or ability to obtain within 2 months of appointment.
DESIRABLE REQUIREMENTS
  • Post-secondary degree.
  • Previous supervisory or team leader experience.
  • Possession of a valid state issued Class A commercial drivers license with airbrake endorsement.
  • Completion of MAC-approved management skills course.
  • Certified in chemical applications or landscape specialist.


Other Information

Motor Vehicle Record Evaluation Guideline

Safe driving habits are critical for individuals employed in MAC occupations that require extensive driving of equipment on the aircraft operating area. As a result external applicants for the Airport Maintenance Worker position must meet the MACs standard of safe driving in order to be hired.

A contingent offer of employment shall be withdrawn if the motor vehicle record contains:

1. Three (3) or more minor moving violations within the last three (3) years from date of offer. Minor violations include but not limited to:
  • Failure to wear a seat belt
  • Speeding
  • Failure to stop at a stop sign
  • Failure to yield
2. Any major violation within the past three (3) years from date of offer including but not limited to:
  • Driving under influence of alcohol/drugs
  • Open bottle or allowing open bottle
  • Failure to stop/report an accident
  • Violations as a result of an accident
  • Reckless driving/speeding contest
  • Making a false accident report
  • Homicide manslaughter or assault arising out of the use of a vehicle
  • Driving while license is suspended/revoked
  • Careless driving
  • Attempting to elude a police officer
  • Excessive speed
  • Any pending criminal matter for a serious traffic offense will be evaluated on a case-by-case basis.

Felony: A crime for which a sentence of imprisonment for more than one year and a fine of more than $3000 may be imposed. (Examples: criminal vehicular operations resulting in injury or death fleeing a police officer in a motor vehicle resulting in an injury or death.)

Gross Misdemeanor: Any crime which is not a felony or misdemeanor the maximum fine for which is $3000.00 and imprisonment for up to one year. (Examples: fleeing a police officer in a motor vehicle subsequent DWI violations within five and ten years.)

Misdemeanor: A crime for which a sentence of not more than 90 days or a fine of $1000.00 or both may be imposed. (Examples: Driving Under the Influence (DUI) Driving After Suspension/Driving After Revocation (DAS/DAR) reckless/careless driving no insurance open bottle parking in a handicapped area third moving violation in a year petty misdemeanor violations with enhancements.)

Petty Misdemeanor: A petty offense which is prohibited by statute which does not constitute a crime for which a fine of not more than $100.00 may be imposed unless the violation was originally a misdemeanor whereupon the fine may not exceed $200.00. (Examples: speeding failing to stop at a stop sign failure to yield.)
