Job Description
HM Note: This hybrid contract role is three 3 days in office. Candidates resume must include first and last name. This role is scheduled to start on August 1 2025
Description
Responsibilities:
- Coordinate with the Delivery and amp; Eligibility Review Branch (DERB) Senior Manager to ensure business scope and objectives are met
- Participate in an agile-based project developing user stories and use cases collaborating design and user feedback sessions
- Conduct requirements focus groups with policy/business subject matter experts and stakeholder groups to obtain:
- Business requirements
- Stakeholder requirements (defining how stakeholders will interact and use the business solutions) and
- I and amp;IT solution requirements (functional non-functional and implementation)
- Conduct use case review and design walk-through sessions with business stakeholders developers and testers update specifications as required and direct developers in the development of the application
- Analyze and document the as-is and to-be business processes/workflows
- Work closely with subject matter experts to elicit business and system requirements and business process mapping
- Provide business and policy analysis for business requirement development
- Analyze business needs and make recommendations for solution requirements and/or process improvements
- Document detailed business and/or system requirements create use case model and use case specifications and associated UML diagrams UI storyboard and specifications and non-functional specifications
- Update business models including activity diagrams conceptual and logical data models process models sequence diagrams state charts etc.
- Conduct form design data analysis workflow analysis and process design for automated and non-automated interfaces
- Support the development of I and amp;IT business solutions by validating system design to ensure business requirements are met
- Develop and document test suites and test cases to support user acceptance testing
- Conduct user acceptance testing and provide guidance and direction for the overall system implementation and rollout
- Coordinate production releases
- Coordinate and conduct application demos to end-users system partners and other stakeholders
- Develop supporting documentation required for the project
- Participate in the development and testing of system forms
- Work closely with client groups to assess current data analytics and reporting capabilities gather future-state requirements and identify further opportunities for improvement
- Work with functional area experts Data Architects ETL Developers Business Analysts Operations and stakeholders to understand complex business issues and develop appropriate Business Intelligence solutions
- Own the of analytic initiatives including end-to-end reporting and data set delivery
- Develop robust statistical models and machine learning algorithms to model business scenarios and extract valid inferences
- Communicate complex quantitative analysis in a clear and precise manner providing useful visuals and summaries
- Provide interpretation advice and expertise to client groups and other stakeholders including direction on how to transform analytics into actionable information and proactive insights that support decision making
- Escalate risks issues and concerns to the DERB Senior Manager

Technical Skills: 30 points
- Demonstrated experience in business analysis to support systems development using a rules engine or business process automation platform
- Experience developing business models; use case models; conceptual and logical data models; process and data flow models; use case surveys; test cases; business rules definition and non-functional requirements definitions for assigned projects
- Demonstrated experience in projects using an agile development methodology
- Advanced practical knowledge of presentation/project software Microsoft software with emphasis on Excel Visio Figma and DevOps
Business Analysis Skills: 35 points
- Demonstrated experience leading and conducting business analysis to assess clients business problems/opportunities and documenting business requirements
- Experience conducting policy and business analysis that can be accommodated within existing frameworks and IT solutions to minimize project time/cost implications
- Demonstrated experience applying business process transformation and re-engineering concepts to promote business improvements through alternative cost effective service delivery approaches
- Demonstrated experience leading and conducting business analysis at varying levels of detail appropriate to the project and phases of project aligning with Enterprise Architecture and Gating Process
- Experience developing project approval documents policy approval documents and regulation change materials and other supporting documentation needed for the project
- Demonstrated experience documenting requirements for business rule automation and workflow management solutions
- Experience developing and providing input to QA system and user acceptance testing strategies plans and scenarios
- Knowledge and understanding of policy development and analysis business analysis and data analysis practices
- Knowledge of project management principles and methods to plan and conduct initiatives measure pre-determined performance standards and monitor and report on progress
Healthcare Experience: 20 points
- Demonstrated experience in a health or clinical context
- Demonstrated experience supporting stakeholder engagement activities particularly in a healthcare context
- Demonstrated experience with the privacy and security requirements of software development in a healthcare or clinical context
- Demonstrated experience in claim adjudication or pharmaceutical context
- You have demonstrated knowledge of or the ability to learn the ministry/division/branch mandate government direction on integrated health care services health systems partners and service providers to develop processes and recommendations aligned with program delivery
- You have demonstrated experience in service and program management program evaluation program change coordination and stakeholder communications
- Knowledge of ministry business objectives and operations relevant legislation policies procedures and guidelines to develop recommendations
