Overview: This professional management position within the Parks and Recreation Department oversees the Adult Services Division and reports to the Assistant Director of Recreation and the Parks and Recreation Director. The Adult Programs Manager provides leadership direction and oversight for all adult services including active adult programs classes drop-in activities special events lectures multigenerational and social programs and nutrition services-all aimed at enhancing community health wellness and quality of life. This position works independently and in a team setting exercising considerable judgment and initiative. Finally this position interfaces directly and frequently with Parks and Recreation staff community organizations vendors media and the general public.

ESSENTIAL DUTIES

Supervise seasonal temporary regular and state funded personnel; assign train and evaluate work oversee in-service training; complete performance evaluations; in conjunction with the Director make recommendations regarding hiring disciplining and terminating the employment of seasonal temporary regular and state funded employees. Assist with resolution of employee concerns and grievances.

Lead and assist with developing the divisions short and long -range master plans and annual operating budget; develop and make recommendations monitor budgetary expenditures; track report status of external vendor contracts.

Manages the day-to-day operations of the Bonnie Dallas Senior Centers local state and federal programs including staff volunteers daily social and special interest activities vehicle fleet transportation services meal preparation and distribution in-home care services and schedule special events.

Identifies opportunities for improving service delivery methods and procedures; identify resource needs and review with appropriate senior leadership staff; implement improvements.

Supervise direct coordinate and review the work plan for the Adult Services division; assign work activities and projects monitor work flow; review and evaluate work products methods and procedures; meet with staff to identify and resolve issues.

Investigate and research funding opportunities for the Adult Services programs including grant opportunities; prepare and process application forms and ancillary documents; prepare appropriate reports as to the use of the grant award as necessary.

Respond to citizen complaints and requests for information; ensure appropriate follow-up action is taken.

Coordinate interface and supervise the contracted service providers for the Adult Services Division by private agencies: promote and schedule use of the facility

Prepare routine and special reports and presentations regarding the division as requested by department City Council State or other boards commissions or citizen groups.

Assist with division administration and preparation of CIP including the design process budget development contract preparation and bidding procedure.

Prepare reports concerning new or ongoing programs and programs and program effectiveness; maintain records; maintain and file various reports; prepare statistical reports as required or requested.

Oversees the management of the San Juan County Senior Services Area Agency on Aging (AAA) contract and ensures the effective delivery of essential services in compliance with the Federal Older Americans Act. This includes a working knowledge of Title III policies specifically IIIB (Transportation and Homemaker Services) IIIC1 (Congregate Nutrition) IIIC2 (Home-Delivered Meals) and IIIE (Respite Services). Responsibilities also include oversight of the Respite Voucher Program and the Senior Employment Program ensuring alignment with funding requirements and community needs.

Ensures the kitchen is well managed and operating efficiently and safely. Communicates with the Food Service Manager to ensure timely food service.

Contributes to monthly or bi-monthly publications activity design special events and annual celebrations.

Designs and publishes monthly newsletter (the Spotlight); develops monthly menu using preapproved weekly selections; maintains the Bonnie Dallas Senior Center Employee Policy and Procedure Manual.

Attendance at work is an essential function of this position.

NON-ESSENTIAL DUTIES

Monitor program compliance with laws rules state regulations and City policies and procedures related to providing senior service programs and services.

Coordinate Adult Services division activities with those of other divisions and outside agencies and organizations.

Oversees the management and evaluation of volunteers.

Assist with publication of media expounding the importance of adult activities and services.

Other duties as assigned.

QUALIFICATIONS

This position is subject to the Citys Drug and Alcohol-Free Workplace Program. This includes: pre-employment testing post-accident testing reasonable suspicion testing return-to-duty testing and follow-up testing.

Bachelors degree in sociology psychology recreation geriatrics gerontology or related field.

Three (3) years supervisory experience.

CPRP designation from the National Parks and Recreation Association is preferred.

Valid drivers license with acceptable driving record for the past three years is required.

Ability to work varied hours including evenings and weekends.

Working knowledge of current principles and practices used in the administration of adult programs and services; applicable state city and federal regulations/guidelines pertaining to areas of responsibility; and overall city operations including budgeting procedures.

Ability to effectively supervise and evaluate personnel. Establish and maintain professional effective relationships with external public vendors internal management and non-management employees and City and other government officials.

Excellent communication (verbal and written) organizational and analytical skills.

Working knowledge of word processing and spreadsheet computer software; ability to operate computer and other standard office equipment.

Methods and techniques of facility management.

TOOLS AND EQUIPMENT USED

Personal computer including MS Word Excel PowerPoint Adobe Photoshop Adobe InDesign Adobe Illustrator Civic Rec inventory and financial software; motor vehicle calculator copy machine telephone cash register & digital camera.
