Job Summary:
This role is a Senior Programmer position within the Office of Information Technology working remotely but based in Augusta Maine. The primary responsibilities involve upgrading and providing operational support for the Application Inventory System (AIS) and the IT Budget Application (ITBA). The candidate will be responsible for developing and troubleshooting Oracle APEX pages writing and troubleshooting Oracle PL/SQL code gathering user requirements and creating test plans. Experience working with large complex systems integrating diverse technical environments and mentoring technical teams is highly valued. The position requires strong communication skills to collaborate with business users and technical stakeholders.

Responsibilities:
- Upgrading and providing operational support for the Application Inventory System (AIS) and the IT Budget Application (ITBA).
- Developing and troubleshooting Oracle APEX pages.
- Writing and troubleshooting Oracle PL/SQL code.
- Gathering and documenting user requirements.
- Creating test plans.
- Integrating diverse technical environments and cross-platform technologies.
- Mentoring junior technical team members.
- Making best practice recommendations.
- Presenting complex technical information to both technical and non-technical audiences.
- Collaborating with business users project managers and technical architects.
- Converting technical problem formulations into computer-processable formats.
- Resolving symbolic formulations preparing flowcharts and block diagrams and encoding equations.
- Conferring with business and technical personnel to resolve problems.
- Determining the necessity for modifications or enhancements.
- Developing new business process and programming solutions.
- Coordinating activities of computer programmers (may be required).
Required Skills & Certifications:
- Bachelors Degree
- Proven hands-on experience with technical design and code work within large complex systems.
- Proven hands-on experience with a variety of technologies.
- Demonstrated technical expertise integrating a variety of diverse technical environments and cross-platform technologies.
- Experience in Application Design and Analysis Oracle APEX and Oracle PL/SQL.
- Proven experience in obtaining and documenting user requirements.
- Proven ability to create test plans.
- Excellent written and verbal communication skills.
Preferred Skills & Certifications:
- Proven experience mentoring and performing supervisory functions for technical teams.
- Ability to make best practice recommendations based on past work.
- Proven ability to present complex technical constructs to business and non-technical users.
Special Considerations:
- All State of Maine required credentials must be met and uploaded prior to the first day of work.
- eVerify must be completed and uploaded no later than the third day of contract.

- Vendors must be present at the beginning of the Teams interview to validate their candidate.
