This position is a technical specialist and a manager performing a wide variety of duties with considerable complexity and responsibility in the field of highway construction and development. This position supervises and manages field and office technicians and consultant staff. Manages the day-to-day work activities related to construction project administration ensuring projects are constructed in alliance with project plans and specifications. This position assists the District development team in reviewing project documents ensuring projects are constructible and schedules are attainable.
As the District Representative meets with stakeholders regarding projects answering questions and resolving anomalies. Oversees and guides direct reports inclusive of all personnel-related actions. Disperses unit resources as applicable inclusive of materials vehicles equipment etc. Supervises highway construction-related actions performed by staff or consultants.
Monitors contractor work completed. Ensures contractor work is done in accordance with the project plan and documents work being completed.
Coordinates with contractors and other project stakeholders. Performs regular quality checks to project sites. Collaborates with staff to resolve project issues as they arise and support project construction requirements.
Creates associated change reports with all supporting documentation as needed. Attends project meetings as needed. Operates a state vehicle in the course of conduct.

Knowledge:
Principles and practices of civil engineering as applied to highway construction inspection.
Computational and adjustment factors to be applied to the review and analysis of engineering and land description data related to highway construction inspection.
Federal and state statutes; agency standards policies and procedures applicable to highway construction inspection.
Principles of supervision project management and other related rules policies and procedures to insure subordinatepersonnel are adequately prepared for assignments.
Traffic control safety and traffic control plans and devices
Google Workspace (Gmail Docs Sheets Slides Forms Chat Calendar Drive etc) Microsoft programs (Word Excel) and Adobe Acrobat.
Skills:
Analyzing and evaluating a wide variety of engineering data.
Researching reading and interpreting a wide variety of technical engineering documents such as survey data highway plans blueprints specifications materials testing data and computer generated data.
Oral and written communications.
Specification Change Orders and technical writing.
Organizing and prioritizing work assignments.
Work management and leadership.
Ability:
Promote effective team development and collaboration with both internal and external stakeholders.
Able to address conflicts and obstacles and guide teams to achieve desired results.

Analyze highway plans and develop As-Built plans and designs.

Drive a state vehicle in teh course and scope of state business.

American Concrete Institute (ACI) Certification Arizona Technical Testing Institute (ATTI) Certification.
Ten years of experience in the highway construction field with a minimum of two years experience equivalent to a Transportation Engineering Specialist (grade 22) in the highway construction field; or a
Bachelor of Science degree in civil engineering or a closely related field with four years experience in the highway construction field.
This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
Valid Drivers License.
High School Diploma or GED.
