Job Description

ABOUT THE POSITION



The Riverside County Facilities Management (FM) Department is seeking a skilled and detail-oriented Business Process Analyst II (BPA) to assist in streamlining business processes and improving operational efficiency in support of the Department.

The BPA responsible for conducting comprehensive system analysis and business process design by evaluating current and proposed operations identifying opportunities for improvement and leveraging available and emerging technology solutions. The analyst performs cost-benefit analysis to support efficiency initiatives and recommends optimal hardware and software configurations. Additionally the role involves developing and documenting user requirements for both new and existing utility systems processes and applications. The analyst prepares and maintains detailed project documentation feasibility studies reports and ensures adherence to quality assurance and control standards throughout all phases of the project lifecycle.

  • Experience in process improvements like Lean Six Sigma methodologies or any others program efficiency/implementation
  • Strong background in business process analytic solutions and implementation.
  • Reporting capabilities to track project progress resource allocation and outcomes.

  • Strong interpersonal skills and the ability to work effectively with diverse teams and stakeholders.

Riverside County Department of Facilities Management provides property management and operations services for county owned and leased facilities throughout the 7200 square miles of Riverside County and over 14 million square feet of space. The department is responsible for keeping county buildings safe comfortable and productive for both county staff and the public.




EXAMPLES OF ESSENTIAL DUTIES

Conduct system analysis and design of business process involving evaluation of current and proposed information; determine available and emerging technology hardware and software; provide cost and benefits analysis for energy efficiency improvements.

Develop and document user requirements for new and existing utility systems processes and applications; prepare and maintain project documents requirements reports feasibility studies and quality assurance for controls standards.

Select and recommend software based on systems analysis evaluation of products and vendors; create requests for proposals (RFPs) or requirement specifications.

Serve as business process resource on all matters involving the support maintenance enhancement and upgrade of the Countys the Energy program; provide functional support analysis and design specifications as needed to programming staff.

Coordinate and participate in the design and evaluation of business processes required for the implementation of
the Energy program and upgrades; analyze new components to determine if previously modified processes can be eliminated.

Coordinate with managers and departmental staff to adopt system changes needed for new/modified public programs and services; test all changes prior to final implementation to ensure appropriate results.

Coordinate with user departments on new/changed energy-related agreements legislation reporting and regulations.

Coordinate with user departments on new/changed local ordinances and labor agreements legislation reporting and regulations.

Design implement and maintain energy tools to ensure compliance with state and federal requirements; interpret and analyze new or updated regulations to identify needed system changes.

Work directly with vendors to resolve underlying system program problems; search corporate web sites for posted resolutions and fixes in resolving identified problems.

Maintain context-sensitive on-line help reference to reflect the most current structure within the Department.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of performing energy audits overseeing energy budgets participating in energy coalitions; identifying rate tariffs for utility savings project specifications development; application design; data modeling techniques; and application of industry/corporate standards and conventions for Energy program analyses and overseeing Utility Management systems such as EnergyCap Utilityvision and EV charging platform management.
