What we are looking for

A HR professional with a strong background and experience as a senior HR Manager in a large country operation in international humanitarian/recovery context.

Strong people management skills and capacity development experience is required for this position.

Experience working and supporting partners is an added advantage.

Knowledge and understanding of the Ukraine context.

What you will do

To oversee manage develop and strengthen all HR and Admin functions to provide efficient and effective Human Resources and Administrative support to the NRC Ukraine Country Programme with special focus supporting management in the strategic development of the human resources structure and capacity and capacity development for existing national staff to oversee all aspects of the management of the Human Resource function in Ukraine.

Key responsibilities;

  • Lead the development and implementation of strategic plans to support nationalisation career development and succession planning within NRC Ukraine.
  • Provide support guidance and advice to NRC Ukraines Senior Management and the broader management team on the strategic development of NRC Ukraines human resource structure providing regular HR analysis and reports.
  • Implement NRCs HR systems and procedures ensuring adherence to employment standards local labour law HR policy and other NRC policies.
  • Provide leadership direction and guidance to the HR team both in the country office and to the HR coordinators in area offices to better support implementation through partners.
  • Develop the capacity of existing human resource staff on all aspects of Human Resources with a particular focus on ensuring the function is not reliant on international staff.
  • Support the Learning & Development coordinator in consolidated training and development plans across NRC Ukraine paying particular emphasis on ensuring that NRC culture and core humanitarian values are institutionalised.
  • Maintain a healthy and empowering office environment that encourages open honest and productive communication.
  • Ensure that NRC Ukraine maintains effective efficient staff records including a filing system that meets both NRC standards and Ukrainian legal requirements on document retention and transfer including contracts leave medical etc.
  • Provide support and direction to the Staff Care Coordinator to manage staff benefits schemes like medical insurance life and accident cover access to MHPSS services etc.
  • Provide leadership and guidance to the Admin team including support on staff visas residence permits accommodation and registration etc.
  • In consultation with the CD and Head of Support address staff grievances and disciplinary measures.
  • Coordinate new HR initiatives from NRC Head Office and Regional Office.

What you will bring

  • University degree in Human Resources Management Business Administration and/or relevant discipline.
  • Minimum 3 years of experience working as a senior HR Manager in an international humanitarian/recovery context.
  • Experience working in complex contexts with knowledge of the context in Ukraine.
  • Strong people management skills and capacity development experience.
  • Experience working and supporting partners is preferred.
  • Experience with a large country operation - experience of the management of digital HR systems supporting 300 staff.
  • Fluent in English both written and verbal.
