ABOUT THE ROLE

Reporting to the Manager Capacity Monitoring & Development Approval is responsible for the planning implementation and monitoring of water and wastewater servicing to accommodate growth through servicing planning and engineering infrastructure protection and system capacity management; this includes development application review under the Planning Act overseeing and provision of engineering services construction oversight complex project management coordination with project teams and consultants local municipalities and other external stakeholders financial management and expert witness services in legal and planning appeal proceedings.

WHAT YOULL BE DOING

  • Act as the Regions lead for the delivery of each capital project orcapacity monitoring and development approval project.
  • Develops alternative solutions to assess water and wastewater system gaps based on modelling projections and other analytics through local municipal public and internal consultation.
  • Manage large sensitive and complex projects including Class Environmental Assessments (Class EA) design construction and commissioning to ensure compliance with Regions requirements timing and budget.
  • Prepare detailed estimates of project costs and assist with capital forecasts and reports.
  • Arrange and lead Public Information Centres.
  • Manage and co-ordinate consultants tendering processes and construction contracts and ensure conformance to design guidelines.
  • Directs the long term capital program and financial planning for growth renewal and operational efficiency.
  • Participate in branch planning and strategic initiatives for service improvements.
  • Coordinates project funding requirements with Finance.
  • Supervises staff including recruitment selection hiring scheduling assigning and monitoring work determining training and development needs coaching and mentoring conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
  • Select effective project delivery methodologies to meet capital delivery requirements.
  • Develop and implement process improvements to project management services in conjunction with other Senior Project Managers.
  • Maintain working relationships with stakeholders including public Council developers consultants contractors suppliers other municipalities and Region staff.
  • Pro-actively develop relationships with stakeholders including the consultant industry which is vital to ensure quality cost-effective professional consultant services are received.
  • Act as Departmental or Branch representative in Corporate Departmental or Branch management initiatives
  • Performs other duties as assigned to meet Departmental goals and program/service objectives.

WHAT WERE LOOKING FOR

  • Successful completion of a University Degree in Engineering Civil Engineering or Electrical Engineering.
  • Must be registered as a Professional Engineer (P. Eng) with the Professional Engineers Ontario.
  • Minimum of seven (7) years experience (inclusive of E.I.T. experience) in any or all aspects of water or wastewater treatment plants water or sewage pump stations force mains water supply storage watermain or sanitary sewer projects/design with demonstrated commitment to design quality and process as well as complex project management experience and a minimum of three (3) years of direct supervisory experience.
  • Demonstrated ability in the Regions leadership and core competencies.
  • Demonstrated knowledge of relevant Standards Acts and Regulations.
  • Staff supervisory skills including knowledge of collective agreement administration and interpretation labour relations principles and practices and relevant employment legislation.
  • Computer literacy utilizing MS Office applications in a windows environment.
  • Demonstrated project management skills to lead a project or work group organize numerous tasks set priorities and meet deadlines.
  • Ability to apply sound customer service strategies and innovation in product delivery methods.
  • Ability to identify areas for constructive change and communicate issues and potential solutions to management.
  • Strong leadership to proactively engage in accessibility diversity equity and inclusion initiatives committing to and taking action to contribute to a more accessible diverse equitable and inclusive workplace.
  • Valid Ontario Class G drivers license free of serious offences under the Highway Traffic Act.
