Job Description

Utility Estimator Location: Northern Virginia
Full-Time On-Site Competitive Salary Benefits About the Role:

We are seeking an experienced Utility Estimator to join our estimating team focused on underground utility projects including water sewer storm drain and related infrastructure. The ideal candidate will have strong technical knowledge of civil utility systems excellent attention to detail and the ability to build accurate competitive bids for public and private sector projects.

Key Responsibilities:
  • Analyze project plans drawings and specifications to prepare detailed cost estimates for utility installations.

  • Quantify materials equipment labor and subcontractor work required for each project.

  • Review bid documents addenda and contract requirements to ensure complete and accurate takeoffs.

  • Prepare bid proposals including detailed scopes schedules and pricing breakdowns.

  • Source and negotiate pricing with vendors and subcontractors.

  • Attend pre-bid meetings site visits and communicate with engineers and project managers as needed.

  • Collaborate with the field operations team to ensure continuity from bid to execution.

  • Track market pricing trends and maintain a database of historical costs for future use.

Requirements:
  • 3 years of experience in utility estimating or civil construction estimating.

  • Strong understanding of underground utilities: water sanitary storm systems trenching and backfill processes.

  • Proficient in estimating software (e.g. HCSS HeavyBid Bluebeam or similar tools).

  • Excellent blueprint reading and quantity takeoff skills.

  • Solid math and analytical abilities with high attention to detail.

  • Strong communication and organizational skills.

  • Ability to manage multiple estimates simultaneously and meet deadlines.

Preferred Qualifications:
  • Associates or Bachelors degree in Construction Management Engineering or related field.

  • Prior field experience in utility construction a strong plus.

  • Familiarity with local codes and permitting processes in Northern Virginia.
