  • THIS POSITION IS FOR 8 HOURS PER DAY AT 247 WORK DAYS PER YEAR AND 13 HOLIDAYS.
    PAY FOR POSITION: PSE SALARY SCHEDULE - Level 10 $ 29.26 per hour (24-25 PSE SALARY SCHEDULE)


    GENERAL SUMMARY
    This positions responsibilities are to assure that the Special Services Department meet strict deadlines and produce accurate state and Federal reports to generate the funding base for the districts special education program. Responsibilities also include coordinating accurate student counts data collection and analysis completing district state and federal reports and providing technical assistance and in services to staff on laws rules and regulations governing compliance related to Special Education enrollment.


    ESSENTIAL FUNCTIONS
    Depending upon the individual assignment the Technology Support Specialist - Special Services may perform all or a combination of the following:
    1. Serves as technical assistance provider at building and district level in the areas of special education rules and regulations and data collection related to Special Education and English Learnersenrollment and count procedures. Maintains processes for the district to track and bill for Medicaid students according to state guidelines and compliance requirements.
    2. Assists in the development implementation and management of Bethels Online Special Educators System (BOSS) including integration with Special Education SynergyPCGIEP Onlineand Medicaid.
    3. Provides staff in-service and training for all Special Services program staff in administrative use of technology forms and the BOSS process related to Synergy and the student system. This also includes the selection and use of various Special Education forms.
    4. Coordinates and submits state and Federal reports to generate special services funding; maintains class lists to send to special education service providers (case managers and all itinerant groups such as SLP OT/PT and School Psychologists); receives and verifies information; ensures compliant paper work; audits accuracy of student counts. Prepares reports and electronically transfers report to the state according to required program deadlines.
    5. Ongoing implementation of the transition of Special Education English Learners and Early Childhood records to the new student records system.
    6. Monitors and assigns agency itinerantsfor program and student needs. Verifies and codes agency employee time sheets and submits for pay.
    7. Attends meetings of Special Education service providers to provide training to improve the reporting process. Coordinates with new staff to ensure compliant paperwork. Provides general placement and related service information from existing records.
    8. Develop training manuals and work with the forms committee to keep the reporting process compliant with state and district mandates.
    9. Supports building/district personnel in troubleshooting and problem-solving techniques associated with Special Education rules and regulations and the student records system.
    10. Responds to requests from outside agencies as appropriate researches data and provides general placement and related service information from existing records. Researches processes used in other districts and agencies (public state and Federal) as appropriate. Conducts data research collection and analysis. Researches processes used in other districts and agencies to develop and streamline an efficient student records system.
    11. Designs reports to meet the needs of program administers district state and Federal agencies. Provides data to support staffing decisions at buildings.
    12. Maintains security of programs student records according to FERPA and HIPPA guidelines and assists in the design and implementation of records storage needs for Special Education records retention. Knowledge of state and Federal records destruction policies and procedures. Responsible for the coordination and implementation of the destruction of student records.
    13. Collaborates with Registrar and Special Education Records Clerk and Special Education Transportation Clerk to keep the integrity of the program high in order to provide quick and accurate response to requests from district state and Federal personnel.
    14. Coordinates with the district data center and transportation departments on tracking moving transferring and transporting of students in Special Education; coordinates the tracking of students at multiple sites; inputs data into the system and reviews for compliance issues.
    15. May screen mail and take action on appropriate issues.
    16. Models appropriate and cooperative behavior including protecting confidential information consistent with district ethical guidelines.
    17. Performs related duties consistent with the scope and intent of the position.
    18. Serves on various district committees and /or departmental work teams.
    19. Assists as needed when requests for information related to legal issues are needed. Researching collecting and verifying information needed to address legal requests and Special Education issues.


    REPORTING RELATIONSHIPS
    Reports to Executive Director for Special Services

    MENTAL DEMANDS
    Occasionally deal with distraught or difficult individuals; required to meet strict monthly reporting deadlines.

    PHYSICAL DEMANDS
    Exposed to visual display terminal for prolonged periods required to sit for prolonged periods; occasionally required to perform repetitive tasks.


    MINIMUM QUALIFICATIONS

    Education and Experience
    Education training skills and experience necessary to carry out the assignment including two (2) years of office support experience including maintaining detailed records.

    Allowable Substitutions
    Such alternatives to the above qualifications that the district may find appropriate and acceptable.

    Required Knowledge Skills and Abilities
    Skill in oral and written communication. Data entry skill. Keyboarding skill. Ability to operate general office machines. Skill in maintaining accurate records. Knowledge of special education enrollment laws and procedures. Knowledge of special education compliance issues. Ability to verify information accuracy. Skill in providing customer service. Skill in information tracking. Ability to develop procedures and forms. Ability to establish and maintain effective working relationships with staff parents and the public.

    Licenses/Special Requirements
    Requires fingerprinting and background check to determine that there have been no convictions involving physical molestation abuse injury or neglect of a minor. Must complete training in and adhere to district infection control plan.
