POSITION SUMMARY
The Information Technology (IT) Regulatory Manager is responsible for the successful overall management operation and maintenance of all NHBP Gaming Commission and Agency (the Commission) related Technology Systems. This position will also work closely with the Executive Director to provide regulatory oversite of gaming operations under the jurisdiction of the Commission (Casino).
ESSENTIAL FUNCTIONS
  1. Oversees IT staff and manages the day-to-day operation of all Commission computer systems and network and interfaces with Casino departments regarding current IT.
  2. Directly supervises a team that may include full-time or part-time employees contract workers and workforce development staff performing IT duties.
  3. Supervises team in accordance with the organizations policies and applicable laws including: training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
  4. Troubleshoots and diagnoses any Commission end user hardware or software issues while also documenting and tracking support requests.
  5. Assists the Investigations Department as needed with monitoring the functionality of technical slot machine components for certification such as EPROMS flash drives and other software configurations.
  6. Monitors the functionality security and integrity of all computer systems network and interfaces associated with any internet wagering systems operated by or on behalf of the Casino.
  7. Conducts IT audits of the Casinos compliance with IT internal controls and reviews the results of internal and external IT audits performed by the Casinos IT Department.
  8. Facilitates the flow of IT-related information throughout the Commission.
  9. Manages the full lifecycle of Commission technology assets including ordering configuring installation maintenance and inventory of all IT software and hardware.
  10. Manages IT budgeting and procurement and collaborates with the Executive Director to align technology investments with Commission objectives.
  11. Oversees RFPs vendor evaluations and contract negotiations to ensure cost-effective compliant solutions. Leads purchasing decisions by comparing quotes assessing needs and prioritizing cybersecurity and operational efficiency.
  12. Maintains the highest level of confidentiality and is responsible for data integrity and security.
  13. Acts as Information Security Officer to ensure Criminal Justice Information Services/Criminal History Record Information compliance.
  14. Reviews vulnerability assessments and penetration testing to identify and address potential security weaknesses in the Commissions IT infrastructure.
  15. Attends training(s) and obtain IT certifications to stay up to date with current technology.
  16. Trains and develops staff to effectively provide technical assistance and customer service to end users.
  17. Participates in Tribal Government Cybersecurity Task Force.
  18. Successfully completes requisite training related to Bank Secrecy Act/Anti Money Laundering and Criminal Justice Information System/Criminal History Information within first sixty days and annually thereafter.
  19. Organizes ongoing training sessions for all employees on the latest cybersecurity threats best practices and the importance of maintaining a secure digital environment. Conducts phishing simulation exercises to enhance awareness and preparedness.
  20. Actively participates in community and Casino engagements including rallies and training sessions to foster positive relationships and support organizational initiatives.
  21. Maintains effective communication with team and other departments using Microsoft Teams for updates reporting and collaboration.
  22. Such other matters as the Executive Director may assign to the department.
MINIMUM QUALIFICATIONS
  1. At least 5 years experience in IT with a focus on system administration cybersecurity and regulatory compliance within a government regulatory or public sector setting.
  2. Current IT certifications (e.g. Comp TIA Security CISSP or other related certifications).
  3. Experience developing reviewing and enforcing IT-related policies regulations and internal controls ensuring alignment with industry standards and legal requirements.
  4. Strong background in Microsoft server administration cloud technologies VPN management system performance monitoring and cybersecurity tools to protect critical infrastructure.
  5. Familiarity with frameworks such as NIST (National Institute of Standards and Technology) Current ISO or similar standards to ensure comprehensive security practices.
  6. Hands-on experience in the maintenance and troubleshooting of regulatory or law enforcement IT systems including fingerprint processing technology identification badge systems and compliance software.
  7. Experience managing IT projects from inception to completion ensuring they meet timelines budgets and objectives.
  8. General understanding of data sovereignty principles and practices particularly as they apply to Tribal organizations.
  9. Experience successfully working independently at a high level of performance with no or minimal supervision and in a collaborative team environment while fostering positive and cooperative working relationships over time.
  10. Prior work history that demonstrates a commitment to team-building constructive problem-solving and maintaining professional relationships.
  11. Experience maintaining a high degree of confidentiality.
  12. Able to work days nights week-ends and holidays as needed with or without notice such as during a network/system outage or during a maintenance window.
  13. Understand or able to gain knowledge of and appreciate the Native American culture and customs.
  14. Complete and pass a comprehensive background investigation and drug screening in accordance with NHBP standards.
  15. Proficient computer skills including word processing and spreadsheets and knowledge of other office equipment.
Preferred Qualifications
  1. Native American gaming industry experience.
  2. Post-secondary education in IT or related field.
INDIAN PREFERENCE
Tribal preference will be applied in the selection of qualified applicants in accordance with the NHBP Indian Preference in Employment Code which affords employment preference to NHBP Tribal citizens spouse/parents of NHBP citizens and members of other federally and Triball recognized Indian Tribes.
WORKING ENVIRONMENT
Work performed mainly in a quiet political office setting that may include emotionally stressful situations. Some travel to training and meetings
