Role Specifications and requirements
1. Key Deliverables The following non-exhaustive list of Key Deliverables are applicable to this Role.
Lead the initial scoping design planning and delivery of robust technical solutions from inception to project closure and deliver within agreed tolerances of scope time budget quality and risk using business process analysis and PRINCE2 project management methodology.
Work pro-actively with IPS senior management Business owners end users and appropriate key stakeholders to elicit high medium and low-level business requirements for projects identified in the yearly IPS ICT Business Plan.
Ensures projects are completed on time on budget to quality standards and within agreed scope.
To develop & maintain high quality project documentation including technical specifications project plans risk logs in line with existing ICT business processes.
Plans and manages the implementation of organisation-wide processes and procedures tools and techniques for the identification assessment and management of risk inherent in the operation of business processes and of potential risks arising from planned ICT- enabled change.
Communicate effectively and work closely with software development team members on proof of concept studies architecture design detailed design and performance tuning.
Conduct project reviews to ensure projects are formally closed reviewed and that lessons learned are captured and factored into subsequent projects.
Collaborate with cross-functional ICT resources and business owners to establish the technical vision across all IPS systems.
Accept diagnose and resolve 2nd level service requests to maintain business continuity of all IPS systems.
Possess a strong technology background across multiple technologies in particular .NET software development technologies Oracle DB and PL/SQL.

2. Key Experience/ Competencies/Skillsets (Maximum Marks 600 - Minimum Marks Required 360) The following Competencies/Skillsets are those considered most important for the proposed Resource to have experience in. The CV for the proposed Resource comprising of Parts 1 and 2 as set out in the Tender Response Document must clearly and comprehensively demonstrate the Resource s experience with the following:
1. Leads the review requirements and analysis of business proposals and processes acts as a bridge between IT and the Organisation s business teams to proactively discuss any concerns issues solutions or to get any clarifications when a new solution is being developed which leads to business improvements.
2. Leads the development team with proven examples of leadership and team management. Collaborates with cross-functional ICT resources and business owners to establish the technical vision across all IPS systems.
3. Possesses effective communication problem solving and critical thinking skills. Communicates effectively and works closely with the ICT software development team members on proof of concept studies architecture design and detailed design.
4. Proven track record of delivery within pre-agreed timeframes and ability to bring new technologies and processes to the business. Exhibits experience in Software Development Life Cycle management in either Agile and Waterfall Methodologies
5. Proven ability to produce detailed written reports on technical documentation specification writing and analytic work for both technical and non-technical groups. Exhibits good stakeholder management and an ability to present work in a clear and concise manner across all levels of the business.
6. Proven knowledge of System Architecture and Design Principles including the following technologies - .Net Framework 3.5 and higher .NET 5 and higher and Microsoft Visual Studio 2005 - 2022 Microsoft Team Foundation Server 2015 and higher Microsoft Visual SourceSafe 2005 and higher TWAIN API and Active Directory. Previous experience of working in a secure environment and working with Agile and Waterfall development life cycles.
7. Advanced proficiency in programming languages including C# and DevExpress .Net components (versions 15.1 24.1) Design Patterns (MVVM) Web Development/Web Services. Extract Transform & Load of Data (ETL) Data Replication (Materialized Views and custom replication methods) LEADTOOLS Document Management & Multimedia Libraries/SDK Microsoft Entity Framework. Developing on Oracle Database Server (versions 9 19) on Windows 2016 Oracle PL/SQL Versions 9 19 and SQL experience.
8. Demonstrates experience with DevOps Practices and Tools including Managed Client and Citrix SDK and TOAD for Oracle (versions 9.6 16.3) SQL Developer WinForms Development WPF and Cognos 11
9. Proven experience in Quality Assurance and Testing Protocols. Conducts project reviews to ensure projects are formally closed reviewed and that lessons learned are captured and factored into subsequent projects.
10. Proven experience in regards to conflict resolution negotiation time management prioritisation innovative thinking and creativity.
