The Director of Legislative Affairs will manage the City State and Federal legislative priorities agenda and strategies. The selected candidate will work closely with the Mayors Offices of City State and Federal Legislative Affairs the Law Department internal DOT divisions and other agencies to develop DOTs legislative agenda and priorities and to formulate strategies to advance these priorities; assist in the development negotiation and drafting of bills; analyze track and respond to local and state legislation affecting the agency; prepare briefings legislative memos hearing testimony and statements for the Commissioner and other senior staff; coordinate budget related testimony and Q&A and coordinate responses to OMB Intergovernmental on budget and implications of proposed legislation and related terms and conditions document; represents the Commissioner at meetings concerning policy and operational issues and Department activities; manage preparation and initial compliance efforts for newly enacted legislation; help develop inter-agency policies on transportation issues; and perform related duties. This individual will also be responsible for hiring training and supervising an Assistant Director who will assist in all the above responsibilities.

Qualifications :
1. Admission to the New York State Bar; and either 2 or 3 below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar in the areas of law related to the assignment.
