Job Description

JOB LOCATION: Primary location is Early Head Start program located at the Sunbury Childrens Center 600 Arch Street Sunbury PA with required travel within Northumberland County.

ORGANIZATIONAL RELATIONSHIPS: The Early Head Start Family and Health Coordinator reports to the Early Head Start Supervisor and in their absence to the Head Start Programs Manager.

JOB DEFINITION: The Early Head Start Family and Health Coordinators main responsibilities are to facilitate relationships between the home the parents and community agencies in the areas of health nutrition and social services and to coordinate enrollment activities to maintain full enrollment in the Head Start program.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Early Head Start Services
  • Be familiar with current Early Head Start regulations policies and legislation in the fields of social services parent involvement health and nutrition.
  • Organize and coordinate parent/family participation through parent meetings Policy Council committee meetings trainings and other Head Start related activities.
  • Acquaint staff and parents with existing network of social service agencies and help families locate needed services.
  • Identify needs as expressed by the family make appropriate referrals complete necessary records and follow-up.
  • Coordinate services with outside agencies as needed.
  • Attend relevant trainings as recommended or required.

  1. Health Services and Coordination
  • Assist parents in obtaining required health and dental records for individual children.
  • Attend and facilitate parent participation in the Bi-annual Health Advisory Meeting (HAC).
  • Assist with transportation for health services.
  • Enter and maintain health and dental data in the childs electronic file using the agencys database system.
  • Meet with education staff to discuss and track medical/dental information of enrolled children.
  • Maintain accurate documentation of family contacts referrals and follow-up activities.
  • Develop working relationships with local health providers and visit doctors and dental offices within the service area to coordinate care and advocate for children.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Performs other related duties as assigned by immediate supervisor or designee.

EDUCATION EXPERIENCE AND SKILLS REQUIRED:

  • Minimum requirement includes either:
    • Bachelors degree in social work human services family services counseling or a related field;
    • Associate degree social work human services family services counseling or a related field and minimum two (2) years relevant full time experience.
  • Must have an interest in and concern for children and their families.
  • Must be able to communicate effectively with staff members children and their families and community representatives.
  • Must be willing to learn to operate the machines used for screening purposes. Bi-lingual in Spanish and English preferred.
  • Ability to accept great cultural diversity flexibility to accommodate a changing caseload ability to cope with stressful situations and a professional attitude are required.
  • Computer experience with Microsoft Word Excel Outlook artificial intelligence (AI) data entry email and experience managing file sharing with Google Drive.
  • Adept at using virtual meeting platforms such as Skype Zoom and Microsoft Teams.
  • Excellent organizational and time management skills to prioritize the task based on project deadlines. And must be able to type accurately and maintain a high level of productivity.
  • Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations.

ADDITIONAL ELIGIBILITY QUALIFICATIONS:

  • Current approved Act 34 (PA State Police) Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
  • Current approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.

PROFESSIONAL DEVELOPMENT REQUIREMENTS:

  • This position is required to keep abreast of current trends relating to social human or family services. Additionally they must attend regularly scheduled full staff meetings participate in local and state training that is pertinent to their job assignment and participate in Head Start initiatives and CSIU sponsored activities.
  • Continued training in First Aid is required.

PHYSICAL REQUIREMENTS:

  • Ability to assist children with self-help skills and tolerate considerable bending stooping and squatting.
  • Sedentary: Able to sit for extended periods of time occasional walking standing (as necessary) and able to lift and carry up to 30 pounds.
  • Dexterity: Finger movements (computer keyboard calculator) eye-hand coordination (office equipment etc.).
  • Audio-Visual Requirements: Within normal range with or without correction.
  • Is able to move throughout all buildings floors and grounds including negotiating stairs and rough terrain at centers and homes.
  • Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
  • Mental demands: Steady response to unpredictable situations ability to remain calm and productive during stressful situations. Demonstrates independent judgment discretion and is able to manage multiple projects and deadlines.
  • Ability to arrive on schedule at various locations over a wide geographic area and perform required home visits.
  • Maintain current physical on a biennial schedule.
  • The ability to work in a constant state of alertness and safe manner.
  • Ability to travel to various work site locations and meetings as needed.

TIME AND SITE REQUIREMENTS:

  • This is a full time non-exempt position. Staff work 260 days per year 5 days per week 7.5 hours per day schedule. Additional working hours must be pre-approved by immediate supervisor.
  • May include evening meeting and overnight trips.
  • Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.

  1. All property including intellectual property materials equipment or actual products and services developed or accrued as part of the job duties and responsibilities listed above is the property of the CSIU. It may not be used for personal profit or gain and will be relinquished to the CSIU upon termination of employment from the CSIU
  2. The person employed in this position shall maintain confidentiality with regard to the personal and private information about clients and coworkers programs and services and any other proprietary information accrued as a result of CSIU employment or as required by state or federal laws and regulations
  3. The person employed in this position must adhere to all requirements identified in the code of professionalism entitled Ambassadors Are Professionals Too and CSIU Administrative Regulation 317-AR-1 CSIU Service Standards.
