Essential Duties and Responsibilities

  • Oversee the ongoing development of the departments diversity strategic plan and implementation via the departments workplan.
  • Provide recommendations for policy updates to Parks & Community Services Diversity Strategic Plan and other department policies and plans as they relate to diversity equity inclusion and belonging.
  • Serve as the departments lead diversity liaison and facilitate dialogue and training for other department diversity liaisons.
  • Support managers and supervisors with ongoing skill development to support their leadership to their teams in areas of diversity equity inclusion and belonging.
  • Attend division/workgroup level meetings to support supervisors in their engagement with team members in dialogues and courageous conversations.
  • Collaborate with the Citys Diversity Advantage Team and represent the department on assigned city-wide efforts related to diversity equity inclusion and belonging.
  • Support the work of the departments ADA and Title VI Core Teams.
  • Establish a knowledge base of best practices and available resources for cultural competence and equity specific to the services provided by Parks & Community Services.
  • Assist Parks & Community Services divisions to enhance public outreach efforts to broaden public participation on varied department initiatives planning and programming.

Supervision Received and Exercised:

  • Works under general supervision of one of the department Assistant Directors.
  • Position requires the ability to exercise influence with positions and people where no formal supervisory relationship exists.

Qualifications

Knowledge Skills Abilities and Competencies

  • Knowledge of organizational development strategies related to cultural competence equity inclusion and outreach practices.
  • Understanding of how historic and systemic issues including racism have contributed to inequities in the Parks & Community Services system including parks open spaces recreation human services youth development and adult misdemeanant probation.
  • Skill and experience in public speaking and presentations large group facilitation and public interaction.
  • Skill in providing analysis and recommendations to resolve diffcult issues including those related to diversity equity and inclusion.
  • Skill in building teams with multiple stakeholders and interests.
  • Ability to work cooperatively and communicate with diverse individuals in a non-judgmental open manner and utilize effective interpersonal skills.
  • Knowledge and skill in planning and project management.
  • Skill in providing comprehensive oversight over multiple projects managing deadlines and supporting staff that contribute to the projects success using good judgment in prioritizing work assignments.
  • Ability to communicate effectively both orally and in writing.
  • Ability to attend evening and weekend events as required.
Education Experience and Other Requirements
  • Three or more years of professional related experience in project management or organizational development with demonstrated experience managing projects with multiple stakeholders.
  • Three or more years of professional-level experience with diversity equity and inclusion work including experience working with diverse communities.
  • City of Bellevue Parks & Community Services serves an increasingly diverse community. Data from the 2023-2024 Human Services Needs Update demonstrates that there remain substantial challenges to ensure all members of Bellevues diverse and growing community have the resources they need to thrive with disparities noted for people of color immigrants individuals with disabilities English language learners and LGBTQIA2S community members. Thus individuals who are bilingual bicultural immigrants people of color individuals with disabilities and/or members of the LGBTQIA2S community hold a unique lived experience to inform our program and service delivery. Supplemental Information

Limited Term Employee (LTE):A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than three consecutive years (36 months).

  • Work is performed in a normal City office environment with meetings also occurring outside the office environment.
