THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

DESCRIPTION


THE AGENCY
Zone 7 Water Agency is located in the Tri-Valley region of the eastern San Francisco Bay Area. It provides water on a wholesale basis to the cities of Pleasanton Livermore Dublin and the Dougherty Valley area of San Ramon and flood-protection services to all of eastern Alameda County. Zone 7 employs approximately 116 full-time employees and operates on an annual budget of $80.3 million dollars. The Agencys administrative offices are located in Livermore CA the easternmost city of Alameda County which is bordered by Contra Costa County to the north and San Joaquin County to the east. Livermore Californias oldest wine region is known for the science and technology of its national laboratories a historic downtown area and the surrounding farmlands and ranches that mirror the Valleys western heritage.

THE POSITION
Under the direction of the Assistant General Manager to plan organize direct and review the activities and operations of Engineering Services including design and construction of flood control water transmission storage and distribution facilities and related technical support activities; to coordinate assigned activities with other sections and outside agencies; and performs other related work as required.

This position has responsibility for the quality quantity and timeliness of all work in Engineering Services within Zone 7. The incumbent provides complex administrative support to the Assistant General Manager; exercises direct supervision over management professional technical and clerical personnel; analyzes and acts on major problems. The Manager of Engineering Services Zone 7 is distinguished from the Assistant General Manager Zone 7 in that the latter classification has overall responsibility for the Engineering Division which includes Engineering Services Water Resources Flood Control and Operations and Maintenance. The Manager of Engineering Services is distinguished from the Assistant General Manager Engineering Zone 7 in that the latter has responsibility for External Affairs and Advance Planning. The Manager of Engineering Services Zone 7 is further distinguished from the Principal Engineer in that the former is responsible for the agency-wide Capital Improvement Program.


MINIMUM QUALIFICATIONS

TO BE ELIGIBLE FOR THE COMPETITIVE ASSESSMENT PROCESS YOU MUST MEET THE MINIMUM QUALIFICATIONS BY SATISFYING ONE OF THE CRITERIA OUTLINED IN THE PATTERNS BELOW.


Experience: The equivalent of two years of full-time experience in the class of Senior Engineer Zone 7 or equivalent or higher-level class in the Alameda County classified service. (Non-classified includes District Attorneys Office Hospital Authority and the Consolidated Courts.)

And

Education: Possession of a bachelors degree from an accredited college or university in Civil Engineering or a closely related field.

OR II

Education: Possession of a bachelors degree from an accredited college or university in Civil Engineering or a closely related field.

And

Experience: The equivalent of 5 years of full-time progressively responsible engineering experience including project management and significant responsibility for the supervision of a group of engineers and support personnel in a water utility. Experience must have included the design and construction of facilities normally required of water utility such as pipelines pumping plants tanks and water treatment facilities and extensive public interaction.

A masters degree in civil engineering or business or public administration is highly desirable.
License or Certificate:Possession of a valid California Drivers License and a valid California Certificate of Registration as a Professional Engineer OR a Professional Geologist issued by the California Board for Professional Engineers and Land Surveyors.

Special Requirements: Must be willing and able to work in areas where there is exposure to chemical mechanical and electrical hazards and outdoors in all weather conditions. May be required to respond to off-hour emergencies.

Interpret and apply Agency policies procedures rules and regulations.
Supervise train and evaluate personnel.
Negotiate contracts and contract disputes.
